Description
The National Library of Medicine is seeking qualified offeror(s) to provide photocopying and PC workstation printing services for onsite patrons visiting the Library?s Main and History of Medicine Reading Rooms. Additionally, the offeror(s) shall manage Patron Registration, including collecting information from patrons and producing Photo-ID Library Cards. Last, the offeror shall cooperate with the Library?s IT staff to implement and manage a networked print management software package which will control PC printing in the Main and History of Medicine Reading Rooms. Quantities and types of equipment for the Photocopier Facility is anticipated to include, but not be limited to approximately: seven (7) network-ready digital photocopiers, one (1) wheel-chair accessible photocopier, one (1) networked color printer/photocopier, three (3) microfilm reader printers, four (4) networked high-speed printers, and an attached vending system that fully interfaces with the Library?s current Debit Cards. The Debit Cards are CR-80, high security, plastic cards. The Debit Cards used at NLM have a magnetic strip for holding the Contractor?s proprietary data including varying amounts of value that is purchased by patrons at vending equipment that is part of the Photocopier Facility. The same blank Debit Cards are used as stock in the Photo-ID system, which overprints the cards and converts them to NLM?s Photo-ID Library Cards. These Photo-ID Library Cards are used by patrons to access the Library?s stack retrieval system, and as identification to enter the Library building. The offeror(s) shall also be responsible for producing a monthly report showing the numbers of photocopies and prints made in the Library. The report shall also show the amount of funds placed on Photo-ID Library cards during the previous month. The information in the report shall be gleaned from a combination of meter readings on photocopiers, printers, and card dispensers, as well as the reports produced by the print management software package. Meter readings for each of the network printers shall be collected as total numbers, reflecting total use, for each price. A copy of the monthly readings, including a count of the number of Photo-ID Library Cards issued to patrons, shall also be given to the Project Officer and another copy shall be furnished to the Contractor to use for completing the various reports. For this procurement the Library prefers new equipment, but will accept used equipment in excellent or new condition. Factory authorized service contracts available from the manufacturers of the photocopiers, the reader-printers, and the high speed networked printers must be acquired and maintained throughout the life of the Contract. Vendor authorized service on the NLM owned Photo-ID system must also be acquired and maintained throughout the life of the Contract. The offeror(s) shall also provide staff (approximately 2 FTE) for a six (6) day, Monday through Saturday schedule, as outlined below. In addition to managing Patron Registration, the employees shall maintain and re-supply all of the photocopiers, the reader printers, the networked high-speed printers and assist patrons with vending problems and demonstrate the system equipment to patrons who need help. Patron Registration and the Photocopier Facility, including all photocopying and printing equipment shall be available to NLM patrons during all hours that the Library is open to the public--Regular Hours (Labor Day through Memorial Day): Monday-Wednesday and Friday 8:30 AM ? 5:00 PM, Thursday 8:30 AM ? 9:00 PM, and Saturday 8:30 AM ? 12:30 PM; Summer Hours (Memorial Day through Labor Day): Monday-Friday 8:30 AM ? 5:00 PM, and Saturday 8:30 AM ? 12:30 PM. It is anticipated that a fixed-price, indefinite delivery/indefinite quantity type contract will be awarded for a one (1) year period with options to extend contract performance for an additional three (3) years. Request for Proposals (RFP) NLM-05-100/UHP will be available on FEDBIZOPPS on or about November 16, 2004. This procurement is a 100 percent small business set-aside. The NAICS code is 323114.
