Description

The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) to award one firm-fixed price contract for the Construction of the Military Entrance Processing Station (MEPS), Niagara Falls Joint Air Reserve Station, NY. The project consists of performing new construction of a single-story approximately 24,000 SF building with supporting facilities. The project includes a reception area, offices, medical laboratory, dressing rooms, dining area and communication closet s. A radio based utility monitoring system and a central station based energy monitoring and control system will be installed. Supporting facilities include utilities; electric service; fire protection and alarm systems; paving, walks, curbs and gutters; p arking; storm drainage, communication duct banks, landscaping and irrigation system; information systems; and other site improvements. Heating will be supplied by natural gas and a self-contained unit will provide air conditioning. The building will be co nstructed using spread footings and reinforced concrete slabs on grade; exterior masonry load bearing walls; interior structural steel columns and beams; concrete on metal deck system supported by steel joists for the attic flooring; and a sloped architect ural textured asphalt shingle roof system on metal deck supported by structural steel members. This procurement shall be RESTRICTED to SBA certified HUBZone (Historically Underutilized Business Zone) firms. The estimated construction value of the project i s between $5,000,000.00 and $10,000,000.00. The completion period is approximately 365 days from the issuance of the Notice to Proceed. The North American Industry Classification System (NAICS) Code is 236220 with a size standard of $28,500,000.00. Plans a nd Specification will be available on or about 19 November 2004. Bid Opening date is on or about 21 December 2004 at 2:00:00 P.M. Bid opening will be held in Room 1841 of 26 Federal Plaza, New York, NY 10278. The media selected for the issuance of the Soli citation and Amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM. Paper copies of this Solicitation, and Amendments, if any, will not be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat r eader. Minimum system requirements are 486-based personal computer, Microsoft Windows 3.1 or greater, 8mb application RAM. A registration page is attached to the website and prospective bidders are required to register and to receive notice of any amendmen ts and/or addenda that may be issued to this solicitation.
