- Contractual Questions: Linda Elliott, 912-652-5076 Technical Questions: Cleveland Harding, 912-652-5556 & Diego Martinez, 912-652-5738 Description of work: The U.S. Army Corps of Engineers, Savannah District intends to issue a modification to Contract DACA21-03-C-0009, for an additional Barracks Wing and Company Operations Facility (COF) at the 16th MP Barracks Complex, Fort Bragg, NC. This contract action is for construction for which the Government intends to negotiate, on a sole source basis, with B. L. Harbert International, LLC and Bill Harbert International Construction, Inc., A Joint Venture, 820 Shades Creek Parkway, Suite 3000, Birmingham, Alabama 35209, under the authority of 10 U.S.C. 2304 (c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements, as defined in FAR Part 6.302-1. The 16th MP Barracks Complex, site and utilities are p resently under construction. Construction of the additional wing and COF will be concurrent with ongoing site construction with limited laydown areas and equipment access (to include cranes). Two separate construction contractors in the limited area will increase liability with erosion control, environmental compliance, clean up of waste, and safety. HVAC and plumbing in the additional barracks wing will be supported by equipment in the barracks wings currently under construction. Construction by other tha n the current contractor would adversely affect the warranty on these systems. The modification will be for the design, permitting, site preparation and construction of an additional barracks building (80 spaces) and one Company Operations Facility in the 16th MP Brigade Complex. Currently under construction. Building systems to be provided include fire alarm systems, automatic building sprinklers, intrusion detection systems, energy monitoring and control systems (EMCS), and force protection systems. Sup porting facilities include electric service, water, sewer, and gas service; paving, walks, curbs and gutters; storm drainage; erosion control measures; information systems; and site improvements to include picnic tables, benches, bike racks, fencing and ga tes, and landscaping. Physical security measures will be incorporated into the design, including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. The total contract action value is not expected to exceed $10 milli on. Interested parties may identify the capability by responding to the requirement or submit a proposal. This notice of intent is not a request for proposals. However, the Government will consider all proposals received within 45 days after publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of d etermining whether to conduct a competitive procurement.
