Description
GovWorks on the behalf of the United States Agency of International Development (USAID) intends to make a firm-fixed price, sole source award to The World Environment Center Inc. Washington, DC. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the (USAID). USAID is seeking the assistance of a contractor to promote sustainable development by promoting the best industrial practices and improving efficiency among developing country small and medium sized enterprises (SMEs). Working with potential Fortune 100 companies, the USAID/EGAT Bureau seeks to develop a public-private partnership effort customized to USAID Mission strategies. This partnership program will target the thousands of SMEs in the developing world who supply, or are otherwise affiliated with, these large multinational corporations. The program will leverage these companies' best practices, strategic approaches, software, and business tools in an effort to improve SME efficiency and productivity and develop their knowledge infrastructure. WEC is the only entity that possesses the unique combination of relevant background experience and committed US fortune 100 private sector contacts necessary to conduct the proposed activities in a timely and efficient manner. Developing projects of this manner with any other entity would involve (1) additional expense; (2) additional time, as that entity would need to pursue its own steep learning curve; (3) delays in program implementation; (4) inefficiency, as we would fail to capture the knowledge base and experience that WEC has built up through its body of work to date in this area. Therefore it has been determined that no other vendor other than World Environment Center Inc meets the requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST November 12, 2004 will be considered by the Government.
