- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Virtual SYSCOM (partners NAVSUP, NAVSEA, NAVAIR and SPAWAR) and other Navy activities, is conducting a rolling admission, per the terms and conditions of the SeaPort Enhanced (Seaport-e) Multiple Award Contracts. The purpose of this rolling admission is to expand contract coverage to include additional functional requirements and all activities and contracting offices that support the Virtual SYSCOM and other Navy activities. Thi! s rolling admission will result in additional prime contract awards. Existing prime contractors will also have the opportunity to compete for awards in additional zones. Current Seaport-e contracts have the following characteristics: (1) The NAICS Size Standard for Small Business is $23 Million. (2) Awarded based on a Best Value Evaluation. (3) Indefinite Delivery/Indefinite Quantity contracts with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), and Cost Plus Award Fee (CPAF) Delivery Orders. No T&M orders. (4) Requirements are fulfilled competitively on a task order basis by individual ordering offices. (5) Heavy emphasis on Performance Based Orders. (6) Goal to award 33% of total obligated dollars to small businesses as prime contractors. (7) Large business awards have a minimum Small Business Subcontracting Goal of 20%. (8) One award as a Prime Contractor allowed to individual companies; however, a contractor may be a subcon! tractor to multiple Primes. (9) Seven geographic zones ? Northeast; National Capital; Mid-Atlantic; Gulf Coast; Midwest; Pacific Northwest; and Southwest. (10) Task orders are competed in the zone that is the principal place of performance. (11) Limits on pass-through, maximum fees, guaranteed savings, and annual escalation will be required. Awards made during the rolling admissions process will have the same or similar characteristics. Oral proposals are not contemplated. Awards are intended to be made on initial offers, without discussions. The Government desires an increase in small business, hubzone, WOSB and SDVOSB participation. Businesses in these categories are encouraged to submit offers as primes. Information concerning this rolling admission is available on the SeaPort homepage at www.seaport.navy.mil. Currently, a Virtual SYSCOM overview brief and the original Seaport-e solicitation are posted under the rolling admissions link. Additional postings w! ill include: a detailed industry brief, a summary of FAQs from the initial Seaport-e solicitation, and a draft RFP. Industry comments will be sought based on the draft RFP for incorporation into the final RFP. Target date for rolling admission awards is May 2005. It is the potential offeror's responsibility to monitor the SeaPort site for the release of solicitations, amendments and supporting information
