- The General Services Administration (GSA) announces an opportunity for design-build services for a new Federal Courthouse in downtown Los Angeles, California. The 3.65 acre-site is bounded by First Street to the north, Broadway to the east, Second Street to the south, and Hill Street to the west. The new building will be approximately 1 million gross square feet (92,903 GSM) while containing approximately 640,000 occupiable square feet (59,458 OSM) and will be able to satisfy the US Courts? 10 and 30- year requirements. Design Development-level and partial Construction Document-level design of the building exterior, public spaces (lobbies, corridors), Jury Assembly, and the courtrooms will be provided for Phase II of the design/build selection. The 17-floor building will house 41 courtrooms, 40 judges' chambers, court-related agencies, court support facilities with spaces for federal executive agencies. It will include one level of subterranean parking for a minimum of 150 stalls. The building will be designed and constructed in ?soft? metric units. The estimated total design/build cost is between $320,000,000 and $345,000,000 with occupancy planned for the year 2010 (pending fund availability). The scope of Design/Build Services may include, but not be limited to, the following: Demolition of existing State Building, design/construction documents, and construction work which consists of providing all labor, equipment, and materials for a complete build-out of the Federal Courthouse. This acquisition will implement a Two-Phase design-build source selection process. Phase One - Request for Qualifications (RFQ) will identify those firms which are most highly qualified. A maximum of five (5) firms will be selected for consideration for Phase Two - Request for Proposal (RFP). The short list will be based on the firms' submittals in response to the Phase One - RFQ. The Phase Two - RFP submission is the basis of making the final selection. Those firms included in Phase Two will be required to prepare fully developed technical and price proposals. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, and/or other legal entity which will have contractual responsibility for the project. A proposed joint venture must provide profiles for all firms in the joint venture. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. As part of the Phase II Submittal, the firm which does not qualify as Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Although this procurement is open to large business, small and minority firms are strongly encouraged to participate. A Pre-RFQ Meeting will be held at 11:00 a.m. on Tuesday, November 23, 2004 at the Federal Building, 300 North Los Angeles Street, 8th floor, Room 8529 in Los Angeles, California.
