Description
NASA?s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for space qualified S-Band Transponders with associated Diplexers in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, fabrication, development, testing and delivery of one (1) Proto-flight Unit (PU) Transponder and one (1) Flight Unit (FU) Transponder with associated Diplexers. The SDO S-Band Subsystem consists of two STDN transponders/diplexers, a 3 dB hybrid and two S-Band antennas. Each transponder consists of a receiver/detector section and a transmitter section. The receiver/detector section acquires the S-Band uplink carrier, demodulates the telecommand and ranging signals and outputs command clock & data to the C&DH Subsystem. The transmitter section receives telemetry data from the C&DH Subsystem and phase modulates the S-Band downlink carrier. The transponder's ranging function demodulates range tones from the receiver and re-modulates the downlink carrier to provide range information to the ground. All work shall be accomplished in accordance with Specification 464-COMM-SPEC-0046, entitled ?Performance Specification S-Band Transponder/Diplexer? and Statement of Work (SOW) 464-COMM-LEGL-0047 entitled ?Statement of Work for SDO Project S-Band Transponder/Diplexer. The Specification and SOW will be provided with issuance of the RFP. This procurement will be a full and open competition under FAR Subpart 15.3, ?Source Selection?, and NASA FAR Supplement Subpart 1815.3, ?Source Selection?. NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the S-Band Transponder/Diplexer with an anticipated award date on or about February 17, 2004. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 334220, with a corresponding size standard in number of employees of 750. The anticipated release date of the RFP is on or about November 15, 2004, with an anticipated offer closing date on or about December 15, 2004. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
