Description

The Pension Benefit Guaranty Corporation (PBGC) intends to enter into a Sole Source agreement, pursuant to FAR 6.302-1 and utilizing the Simplified Acquisition method described in FAR 13.106, with Harvey Lebson to provide advisory and assistance services related to the mission of the PBGC. The intended Contractor shall perform services to the Insurance Operations Department (IOD) on matters relating to the processing and administration of large defined benefit plans trusteed by the PBGC. These services require extensive knowledge of PBGC's IOD processes, such as procedural and technical requirements for communication between PBGC and plan participants, requirements for the calculation and administration of PBGC guaranteed benefits, and the interaction of IOD procedures with the various PBGC automated systems. The intended Contractor is uniquely qualified through direct experience with these processes. The PBGC knows of no other Contractor with these unique qualifications and capabilities. The Period of Performance is one year from the date of the award. The proposed contract is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106 and 6.302-1. This is a notice for intent to award a sole source contract and is NOT a request for proposals.
