Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued under the Simplified Acquisition Procedures (SAP), FAC-22 and 23 for full and open competition and is unrestricted. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. Request for Quotation number SECHQ1-04-Q-0008 shall be referenced on any quotation. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price Purchase Order. The Government's requirement is for the following commercially available services: The Library of the U.S. Securities and Exhange Commission (SEC) requires a source for financial information publications / subscriptions and upkeep service. This service is necessary to support the Commission?s work at headquarters and the district and regional offices. Titles shall include the following: 1. Mergent Bond Record; 2. Moody?s Bank and Finance Manual; 3. Moody?s Handbook of Common Stocks; 4. Moody?s Handbook of NASDAQ Stocks; 5. Moody?s Industrial Manual; 6. Moody?s International Manual; 7. Moody?s Municipal and Government Manual; 8. Moody?s OTC Industrial Manual; 9. Moody?s Public Utility Manual; 10. Moody?s Transportation Manual; 11. Moody?s OTC Unlisted Manual. The Contractor shall provide updates as they become available. A detailed distribution list with publisher information, number of copies and distribution locations is attached. The period of performance is for 12 months. Award is anticipated in November 2004. A competitive award will be made to the responsible firm with the lowest priced technically acceptable quote. Each quote at a minimum must meet the technical specifications to be technically acceptable. Technical acceptability is pass-fail. In order to be considered technically acceptable firms must provide information evidencing that they understand the requirement and have sufficient experience and knowledge to perform the service in a timely manner. The Government is not responsible for locating or securing any information that is not identified in the quotation, but may do so at its discretion. Only authorized representatives shall submit quotes. Please carefully review the commercial item clauses for information about requirements and instructions for submitting a quotation. Quotations that do not include prices for all items will not be considered. The Government reserves the right to award without discussions. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offeror- Commercial Items (JAN 2004); Additional guidance on price is provided under provision 52.212-1(g); FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) - The following text is added to Paragraph (a) of FAR 52.212-2: ?Low Price Technically Acceptable?; FAR 52.212-3, Offeror Representations and Certification-Commercial Items (MAY 2004) - all offerors shall include a completed copy of this provision with their quote; FAR 52.212-4, Contract Terms and Conditions- Commercial Items (OCT 2003); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (OCT 2004) - in paragraph (b) the following clauses apply: 52.203-6 Alternate I, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.232-36, 52.239-1, 52.222-41, 52.222-43, 52.222-44. Clauses incorporated by reference may be accessed in full text at www.arnet.gov. All quotes from responsible sources will be considered. All quotes shall be submitted to Louis Gilden at gildenL@sec.gov and must be received no later than 5:00 PM EST November 12, 2004. Quotes shall clearly reference RFQ # SECHQ1-05-Q-0008. No other method of submission will be accepted.
