Description
COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The reference number RSGA-05-00007 is a Request for Quote (RFQ) for technical support services for Phase II of the Counter MANPADS program in accordance with the Government?s requirement. (iii) This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-25, effective October 05, 2004. (iv) This is a sole source to The Boeing Company, 5301 Bolsa Ave., Huntington Beach, CA 92647. The NAICS code is 541512 and the size standard for number of paid employees is 764,659. (v) CLIN 0001: Technical Interchange Meeting support from 5 Nov-23 Dec 04, and Report/Viewgraph Presentation. Reference Statement of Work (SOW) Tasks 1A) and 1B). FFP. CLIN 0002: Data-Drag and Fuel Economy Report/Viewgraph. Reference SOW Task 2. Not to Exceed FFP. CLIN 0003: Data-Drag Assessment Report/Viewgraph. Reference SOW Task 3. Not to Exceed FFP. CLIN 0004: Data-Forward Fit ROM Cost Projection Report/Viewgraph. Reference SOW Task 4. Not-to Exceed FFP. The Government is not obligated to buy CLINs 0002-0004. The System Program Manager (SPO) will accordingly notify the contractor. Reference FAR 52.213-3 in paragraph (xii) of this document. (vi) Required services: STATEMENT OF WORK Technical Services to Support the Counter Man Portable Air Defense Systems Program 1. Background The DHS Under-Secretary of Science and Technology submitted a congressionally mandated program plan to Congress on 22 May 2003 for development and demonstration of an anti-missile device for commercial aircraft. The major objective of the DHS Counter-Man Portable Air Defense Systems (MANPADS) program is to migrate military technologies that will best protect commercial airliners from MANPADS. Phase I of this program culminated in preliminary design reviews of the systems. The primary objective of Phase II is to continue with the development, demonstration, and test of the system prototypes in order to assess the suitability of these systems for commercial applications. 2. Scope The Contractor shall provide technical experts to assess two Counter Measure (CM) system installation approaches proposed by BAE Systems and Northrop Grumman, in the areas of structural and electrical impact, drag, aircraft interfaces, and design adaptability/universality across Boeing?s commercial fleet. A Technical Interchange Meeting (TIM) will be required under Task 1, and the Government may procure subsequent data reports by authorizing Tasks 2, 3 and 4. 3. Specific Tasks The following tasks shall be performed under this Statement of Work (SOW) no later than December 23, 2004: Task 1: A) The Contractor will prepare for the TIM by reviewing the Government-Furnished documents cited in this SOW. B) Between November 12, 2004 and the TIM, the Contractor?s technical experts shall prepare presentation slides to identify and discuss high level risks and technical issues with respect to the Counter-MANPADS systems interface on the aircraft types listed within this SOW. For each of the following topics, the Contractor will cover, within two to four slides, diagrams of the applicable architecture, and highlight any significant technical issues that need to be considered for the design and certification of Counter-MANPADS equipment installations. ?Significant? is defined as any supplemental engineering task or test that would not be evident, or anticipated, having completed only one Supplemental Type Certificate (STC) on one aircraft sub-type. The topic areas shall be: i) Structural fatigue & vibration just forward of the non-constant section. ii) Structural interference issues just forward of the non-constant section. iii) Power loading/margin on essential and non-essential buses. iv) Interface to the aircraft transponder to override the Mode 3A code. v) Interface to the master caution warning system to provide missile notification. vi) Crew interface at the flight deck. vii) Interface to the flight data recorder to provide a discrete missile warning. C) TIM: The Contractor shall participate in the TIM from November 30 to December 3, 2004, at Boeing?s Renton 10-16 building, room 72V4. The intent of the TIM is to identify high level risks and technical issues with respect to airframe and Counter-MANPADS systems interface, considering the B737-300/-800, 747-200/-400, 757-200, 767-200/300, 777-200, & MD80 aircraft types. On the first two days of the meeting, the Contractor shall participate in separate one day briefings by BAE Systems and Northrop Grumman on each of their respective systems. BAE Systems and Northrop Grumman teams will brief Contractor?s technical experts on behalf of DHS for approximately one half of each day. For the remainder of each day, the Contractor?s technical experts shall present slides on aircraft type and sub-type variations as identified above. On the last day and one half, the Contractor shall participate in closed discussions with the Counter-MANPADS SPO to review the following: i) Significant risks and technical issues with respect to BAE System?s and Northrop Grumman?s Counter-MANPADS systems interface and installation approach for Phase II. ii) Significant risks and technical issues with respect to the installation and certification of Counter-MANPADS systems across the Boeing fleet. iii) The Contractor?s cost projections for Counter-MANPADS life cycle costs. iv) Contractor, pursuant to a mutual agreement with the Government, shall perform action items resulting from the TIM, and which are within the scope of the SOW. Action items shall be assigned only to obtain and provide additional information and/or clarification on questions regarding the Counter-MANPADS interfaces and/or the Boeing aircrafts. All action items shall be closed within two weeks following the last day of the TIM. D) Government-Furnished Documents to be provided by DHS to Boeing no later than November 12, 2004: Items i) through v) are BAE Systems and Northrop Grumman?s documents as provided to the SPO at the preliminary design in July 2004. As such, these documents may not reflect the current or final design of the system. i) Aircraft & Avionics Integration Design Documents (AAIDD) ii) Specifications on Line Replaceable Units (LRU) not contained within the pod iii) Specifications on the pods with a 3-view drawing iv) External Interface Control Documents v) FAA Certification Plans E) Task 1 Deliverables and Schedules 1A) Technical Interchange Meeting (TIM) Note: The viewgraph briefing shall be presented to the SPO during the TIM. Schedule: November 30-December 03, 2004. 1B) The following Deliverables shall be delivered to the SPO: Item: One (1) each Aircraft STC Design & Cost Matrix. Its format is to be determined by the Contractor, and it shall summarize significant design or certification risks to the integration, installation and certification of Counter-MANPADS equipment on Boeing aircraft types and sub-types. Each significant technical risk and/or issue must have a corresponding Rough Order of Magnitude (ROM) cost projection according to the following categories: High: Greater than $10 million Medium: Greater than $1 million, but less than $10 million Low: Less than $1 million The ROM must indicate the level of increased/decreased design and certification effort as compared to the Phase II baseline efforts on the Phase II STCs (B767-300, B747-200 and MD-11). The objective of this effort is for the Contractor to identify issues (including certification) that needs to be addressed, going from the prototype programs which BAE Systems and Northrop Grumman will complete in Phase II to the US commercial fleet retrofit, and which will identify the ROM for non-recurring cost impact, that would be part of the life cycle cost implications for the fleet. Schedule: No later than two (2) weeks following the last day of the TIM. Format: Viewgraph format determined by the Contractor. Task 2: A) One (1) each Drag and Fuel Economy Report. This Report shall provide the mission block fuel increase (in percent and in USG per year) for a 1.00% increase in drag, and for a 500 lb increase in operating empty weight (OEW). Assumptions will include typical mission rules, payload and load factor, range, trips per year, etc. An analysis of brochure levels of block fuel required will be provided for these typical missions, as well as for a six-hour mission for the wide body models, and a three-hour mission for the narrow bodies at typical cruise Mach number and altitude. An analysis of penalties to certified performance (for example, takeoff field length, second segment climb, and/or en-route climb) WILL NOT be provided at this time. The Report shall include the following aircraft: Boeing 737-300/-800, Boeing 747-200/-400, Boeing 757-200, Boeing 767-200/-300, Boeing 777-200 and MD-80. Representative engines should be used. Schedule: On/about December 23, 2004. Format: Viewgraphs shall be in Contractor format. Task 3: A) One (1) each Drag Assessment Report. This Report must provide a ?first order? aerodynamic analysis based on handbook methods or similarity to existing similar designs (if available) of the pod installation on up to four aircraft types as noted below outlining the drag impact of adding the C-MANPAD systems. The aerodynamic analyses shall be based on BAE System?s and Northrop Grumman?s pod component and installation drawings (or 3-D models if provided), and the Aircraft and Avionics Integration Design Document. The aerodynamic analyses shall account for installation affects. The aerodynamic analyses WILL NOT include an estimate of the installation effects on certified performance. The aerodynamic analysis shall cover installations on the following aircraft: B747-200 (BAE system only), B757-200 (both systems), B767-300 (Northrop system only), and MD-80 (both systems). Representative engines should be used. Schedule: On/about December 23, 2004. Format: Viewgraphs shall be in Contractor format Task 4: A) One (1) each Forward Fit ROM Cost Projection. This cost projection shall include an outline with estimated tasks, costs and schedule for the non-recurring costs necessary to implement a pod-based forward fit of the Counter-MANPADS equipment provisions (based upon the pod designs briefed at the TIM) on the Boeing 777-200. Schedule: On/about December 23, 2004. Format: Viewgraphs shall be in Contractor format 4. Place, Period of Performance, and Travel 1) Place of Performance: Boeing facilities (TIM will occur in Renton, Washington, building 10-16, conference room 72V4). 2) Period of Performance: November 5, to December 23, 2004. 3) Estimated Travel: Travel anticipated to support Task 1 efforts is limited to five (5) Contractor technical experts from Long Beach, CA traveling to Renton, WA for the Technical Interchange Meeting. 5. Restrictions There is no known existing or potential conflict of interest for the Contractor. The Contractor shall sign non disclosure statements which will require protection of all data it originates, all data provided by BAE Systems, Northrop Grumman and their sub-contractors, and all Government-Furnished data. All data must be marked as ?US Department of Homeland Security, C-MANPADS SPO, Competition Sensitive?. The Contractor shall restrict access to this data only to the Contractor?s personnel, including its management personnel, who are directly involved in this contract. DHS?s Counter-MANPADS Government contractors and their sub-contractors will be required to sign non-disclosure agreements that will require them to protect data obtained from, or delivered by the Contractor, under this contract. All such data shall be marked as ?Boeing proprietary,? and access and use, will be limited to only DHS and their contractor personnel, including their management, directly involved in this contract. Proprietary information belonging to the Contractor is provided solely for use by DHS in evaluating the safety, security and efficiency of Counter-MANPADS installations for commercial service. No license for use of any of the Contractor?s information for certification of, or for actual operation in commercial service, is implied. The Contractor will not be restricted from any needed support of its customers that may arise beyond the Phase II program. Additionally, the Counter-MANPADS SPO shall restrict dissemination of information provided by the Contractor, pursuant to the provisions of this contract. The Contractor shall sign non-disclosure agreements and shall not share its reports, or findings from data only obtainable through this contract for DHS, with individuals or entities outside the Counter MANPADS SPO. Notwithstanding the preceding, nothing in this Purchase Order/contract shall restrict the Contractor from providing support to its customers relating to Counter-MANPADS systems, or from disclosing information relating to the Counter-MANPADS program, that the Contractor has obtained independently outside this Purchase Order/contract. (vii) Period of Performance: 5 Nov-23 Dec 04. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) Not Applicable.
