Description

Sections 8.1 and 8.2 of the BAA list general evaluation criteria for white papers and proposals respectively. In addition to these general criteria, the following criteria will also be considered. These criteria do not replace the criteria listed in the BAA but will be taken into consideration as well. These criteria are listed in priority order: ? Is the technology truly revolutionary? Does it represent a major advance over current technologies? Because of the revolutionary nature of the technology, will the benefit provided to end users also be revolutionary? ? Is the technology applicable to the widest possible set of homeland security uses/users? These will include emergency responders (including fire, police, USAR, EMT), other public safety officers, Coast Guard personnel, and custom officials and border guards but may be extended to other homeland security uses/users. ? Is the development risk profile for the technology addressed both qualitatively and quantitatively? ? Can the proposed program be executed within cost and schedule and with acceptable risk? ? If a single technology (material/material system) does not address all requirements, how will those requirements be addressed?
