Description
AIR MOBILITY COMMAND (AMC) C-5 AND C-17 WHEEL AND TIRE FUNCTION. This synopsis is issued for informational and planning purposes only. The Air Force is conducting market research and desires input from industry to help in requirements planning. The information requested by this synopsis will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Please note that the Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. INTRODUCTION: The Air Force is researching the feasibility of acquiring services from a contractor to provide wheel and tire assembly maintenance for the following five (5) Air Mobility Command (AMC) locations: Charleston AFB SC; Dover AFB DE; McChord AFB WA; McGuire AFB NJ, and Travis AFB CA. PERFORMANCE REQUIREMENTS: Receive wheel and tire assembly from flight line or supply outlettear down assembly into component parts; inspect and determine serviceability; assemble serviceable asset; perform serviceability check; deliver to serviceable storage. Prepare serviceability document and create automated work order. Perform required shop equipment maintenance. WORKLOAD DATA: The five units earn fifty-seven total military authorizations to perform this work. Each location manages maintenance and repair actions commensurate to equip the wing's assigned aircraft and war readiness reserve spare kits, which varies by location. INFORMATION REQUESTED: Contractors interested in assisting the Air Force with our market research activities must provide full capability to the function. Please limit the capability package to 20 pages. Request interested contractors submit a capability package to include the following information: 1) Company Information: Name and address of company, Business Size (Large, Small, etc), Company Point of Contact, Telephone number, Fax Number and E-mail address?s and identify if disadvantaged, HUBZone, or women owned, etc. 2) Past Peformance information: Contract references relating to wheel and tire assembly functions to include: Contract Number; agency supported, whether or not contractor was a prime or a subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, PCO with current phone/fax number, and a brief description of the effort. 3) Capabilities: Generally describe your company?s solutions that may fulfill the Air Force?s wheel and tire assembly requirements. The Air Force is not asking for disclosure of specific or detailed innovative solutions here. The Air Force is merely interested in the availability of existing commercial technology solutions which could replace the current tire and wheel assembly in a way that is transparent to our DOD customers. 4) Rough Estimate of Cost and Schedule: Provide an estimate (or range) of estimated costs for tire and wheel assembly. 5) Identify Major Risks: Provide general information as to the major risks anticipated in wheel and tire assembly. 6) Any other information deemed useful to the Air Force. SUBMISSION INFORMATION: Should a future requirement evolve from this requirements planning, it is anticipated that the period of performance will be a basic year plus four one-year option periods. For purposes of this synopsis the small business size standard is $6 M and the North American Industry Classification System (NAICS) Code is 488190. The capability package must be clear, concise, and complete and submitted to the contracting officer no later than 17 November 2004.
