- We intend to issue a competitive, 100 percent small business set-aside solicitation under negotiated best-value procedures using the advisory multi-step procedures at FAR 15.202, as supplemented with the additional information, which is included in t his synopsis. The North American Industrial Classification System (NAICS) Code is 541710, with a small business size of 500 employees. The Training and Doctrine Command (TRADOC), Analysis Center (TRAC), has a requirement for contracted technical support. Contracted personnel shall provide the technical capabilities to plan and conduct analyses and studies to develop combat effectiveness through modeling and simulation, to provide computer operations and maintenance and to interpret data through multimedi a and production projects. TRAC, at several Federal research and development laboratories, conducts studies and analysis of the Joint, integrated, combined arms battlefield. They focus on issues related to doctrine, organizations, training, and materiel using Analysis of Alternatives and Training Effectiveness Analyses (AATEA). TRAC supports analysis, training and experimentation related to leader development, doctrine, organization, logistics, materiel, and soldier systems. To accomplish these tasks, T RAC develops, maintains, configuration manages and operates selected war fighting models. The contractor will provide support to all areas of the TRAC Mission Essential Task List (METL). This synopsis shall be considered Phase 1 of the multiple step sele ction and award process. In order to participate in this competition you must submit your responses to the following criteria. 1. Experience in the following areas: a. Studies and analyses of Army weapons systems, models, simulations, computer operation s, multimedia. b. Development of combat effectiveness, modeling and simulation involving weapons systems. c. Computer operations and maintenance. d. Interpretation of data through multi-media and production projects. To be acceptable, you must have at least 2 years experience in all of these areas and at least 5 years experience in 75 percent of the areas. Limited to 8 pages. 2. Financial resources: In order to be acceptable you shall provide evidence that you have the ability to cover expenses while waiting for Government payment. This may be done by providing bank lines of credit. Limited to 3 pages. 3. Quality Control: In order to be acceptable you must provide a plan for quality control that demonstrates knowledge of quality control procedures a nd processes. Limited to 8 pages. 4. A Secret facility clearance is required for this requirement. You shall provide evidence that you currently possess or are capable of obtaining a secret facility clearance. Limited to 2 pages. Responses for this fir st phase must be submitted electronically to jojolaja@wsmr.army.mil no later than 12:00 pm, Noon, MST, on 30 November 2004. Responses will be evaluated using a color rating plan that is described on our web page at http://www.wsmr.army.mil/docpage/pages/s ol_stat.htm. Documents must be in a format that can be read by Microsoft Office 2000 components or Adobe Reader. The Government will evaluate your submissions and select the most viable candidates. Everyone will be notified of their status. The most vi able candidates will receive the solicitation which will require the submission of price, past performance, and oral technical and, or, management proposals. The final selection will be made based on best value using these factors. The step one criteria will represent 25 percent of your overall technical and, or, management score. Oral proposal presentations from viable competitors will be scheduled for the first week of February 2005. The final award will be made 1 March 2005, with a 28-day phase-in per iod, and full performance to begin 28 March 2005. The awarded contract will be a Cost plus award fee, or award term, contract over a potential 15-year period w ith a base period of three years and six two-year award terms. The award fee will be payable on a semi-annual basis at the final decision of the award-determining official. The Government does not intend to award a contract based solely on the submission to this request nor does it intend to pay for any costs incurred as a result of this announcement. See Note 1.
