Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Refurbishment Project for Antenna Test Facility East Turntable. Background: 1 .1. The east turntable is located on the East Range of Ft. Huachuca, AZ. It was built in 1970 and has a diameter of 30'. It has a crawl space approximately 19.5 high, and it rests on a rebar-enforced concrete slab approximately 20.5 thick. A small con trol room approximately 12'x15' in size is located under the south-east section of the turntable. The thick concrete slab appears to be in good condition, but the pedestals that support the turntable's bearings have deteriorated considerably. The pedesta ls currently rest on stands of high-pressure grout. The turntable has approximately 30 pedestal supports total. Requirements: 2.1. Replace or remanufacture 30 each pedestals. 2.2. Refurbish or replace the brush system which electrically connects the turn table horizontally to ground with like connections. 2.3. Repair rusted connections between the turntables panels. 2.4. Bid will include design, fabrication and repair costs. 2.5. Provide a start date and completion date. 2.6. Upon completion of this proj ect, the east turntable must be rated and able to hold a 40 ton load and be operational to USAEPG standards. 2.7. Bid will consist of a cost for each item and then a total cost for all items. Other Requirements: Vendors are authorized to visit the site bu t must fill out a visit request and either mail, fax, or email the form to the USAEPG Contracting Officer. The Visit Request Form, as well as jpg photos of the site, are also available via email upon request. FOB Destination (Fort Huachuca, Arizona 85613) . Net 30 with Credit Card Option for Payment. Offers are due no later than 1200 hours, Wednesday, 1 December 2004 and shall be submitted electronically at virginia.miller@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on t he following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. The NAICs is 238990. The size standard is $12.0. The followi ng FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Repre sentations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Co nditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
