Description
This synopsis represents Market Research and the Government's attempt to expand the vendor base of an item currently restricted to one source. TACOM-Rock Island is soliciting information from industry. Your participation in this Market Research is vo luntary and at no cost to the Government. The acquisition is for the Nitrogen Intensifier and the Oil Transfer System for the M198 Howitzer. NAICS Code: 333913. The Nitrogen Intensifier must meet the following requirements. General Description: The Nitrog en Intensifier is used to assist the military in filling the M198 Towed Howitzer recoil mechanism and equilibrator with nitrogen. The intensifier utilizes and intensifies all but 150 PSI of nitrogen from a pressurized supply bottle. It accepts the nitrogen from the supply source and intensifies the nitrogen source by a hydraulic pump and electric motor. The intensified nitrogen is then forced into the accepting nitrogen vessel of the recoil mechanism or equilibrator. The intensifier shuts down when 150 PSI or less is left in the nitrogen supply bottle or when the desired set upper pressure level is obtained. Specifications: Ambient Temperature not to exceed 110 deg F or be less than 5 deg F during operation. Maximum nitrogen pressure not to exceed 2500 PSI. Maximum hydraulic pressure 2500 PSI. Minimal electrical service to be single phase 115 VAC, 60 HZ, 20 Amps. Low-end pressure switch 150 PSI +/- 50 PSI. High-end pressure switch 1850 PSI +/- 50 PSI. Mystik oil Aw/Al hydraulic oil 100, Oil temp not to excee d 150 deg F. Unit to be set flat and stationary during operation. Quick disconnects for all hoses and fittings. Inlet connection - 1/4 inch female quick connect, Outlet connection - 1/4 inch male quick connect. 15 foot nitrogen hose. Hand held on/off pend ant switch. Built in pressure gage. Pressure relief valve set 2100 PSI +/- -50 PSI. Approx weight 170 LBS +/- 5 LBS. Size: approx 20 feet W x 231/2 inch D X 15 inch H. General Description: The Oil Transfer System is for use as an alternative to the M3 Hand Oil Pump currently used by the military. The system provides .59 GPM of oil for filling oil reservoirs and recoil mechanisms on the M198 Towed Howitzer. It provides pressure up to 2500 PSI and can self-purge its system of air prior to pumping oil. The sys tem accepts oils from pressurized systems through the same line it discharges from and allows oil to flow through a 5 micron high pressure filter in either direction whether it is from a pressurized system or to a pressurized system or reservoir. Specifica tions: .59 GPM oil flow. Manual hand pump backup - .7 cubic inches per cycle. 5 micron oil filter (replaceable) for transferring fluids. Compatible with oil per MIL--PRF-6083. 5 gallon reservoir with sight glass. Indicator gage when 5 micron filter change is required. Self purging to eliminate air. Quick disconnects on all fittings and hoses. Inlet connection 1/4 inch female quick connect. Outlet connection 1/4 inch male quick connect. Pressure relief valve set 1500 +/- 5 LBS. Oil temperature not to exceed 150 deg F. Max hydraulic pressure not to exceed 2500 PSI. Ambient temperature not to exceed 110 deg F or be less than -20 deg F during operation. Minimal electrical service to be single phase 115 VAC, 60 HZ, 20 Amps. 15 foot oil transfer hose. Unit to be s et flat and stationary during operation. Weight: 145 LBS +/- 5 LBS. Approx size 20 inch x 21 inch D x 221/2 inch H. The following information is solicited from industry: (1) Do you have a commercial item (with or without minor modifications) that meets the stated requirements? If yes, please provide a description of the item(s), delivery time, and cost. Describe any modifications required. Provide product data sheets. (2) Do you have experience/capability to modify a commercial Nitrogen Intensifier and/or Oil Transfer System into the Government's requirement? Please identify the experience/capability, delivery time, and modification cost. (3) What are the custo mary industry practices regarding warranty, buyer financing, discounts, distribution, support, repair, maintenance, packaging, and marking? (4) What are the customary practices regarding product testing? What types of tests are performed, and how often? (5) Are there any laws and/or regulations unique to the item being acquired? (6) What is your practice regarding the use of recovered materials, promoting energy conservation and efficiency? (7) Does the performance description contain any requirements t hat you consider to be overly restrictive or that may inhibit effective competition? (8) What is your small business size status? (9) Do you have the ability to provide one or both of the items? (10) How long have you been producing this product? (11) D o you have a list of Companies currently using the product? (12) Do you have a list of users currently using the product in the kinds of environments in which DoD uses it? (13) What are the minimum order quantities? This synopsis does not constitute a com mitment by the Government to place a contract with anyone who submits the requested information on these items. This synopsis does not constitute authorization to begin work or incur costs against this announcement. In accordance with FAR Clause 52.215-3, the Government does not intend to award a contract on the basis of this announcement.
