NA PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This synopsis is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the U.S. Coast Guard. This procurement is being conducted under the Test Program for Certain Commercial Items (FAR 13.5). GovWorks/DOI intends to award a commercial item purchase order for support of scheduled preventive annual maintenance, spare parts support, and post-deployment inspection, repair, and refurbishment for the U.S. Coast Guard owned emergency response equipment at various prepositioned equipment sites. The National Strike Force Coordination Center (NSFCC) is responsible for national oversight of the equipment maintenance program and the implementation and management of a national integrated logistics system for prepositioned equipment. The North American Industry Classification System (NAICS) code is 811310 (Commercial and Industrial Machinery and Equipment [except automotive and electronic] Repair and Maintenance). Request for Quote (RFQ) 40691 is assigned. Delivery of products and services ordered shall be provided on an FOB destination basis to the US Coast Guard, Elizabeth City, NC. The estimated RFQ release date is 11/15/2004, and will be available via the Internet http://www.govworks.gov/vendor/csolicit.asp The resultant award is expected to be a time and materials purchase order. Interested parties must respond to this RFQ in order to be considered for award. Telephone requests shall not be honored, and no potential offerors list shall be maintained. Potential offerors are requested to direct all questions immediately via e-mail to Kimberly.Bass@mms.gov or Rob.Roberts@mms.gov no later than 8 November 2004. Ensure the RFQ number and project title is referenced on all correspondence. HOW TO RESPOND: The process will be divided into two (2) phases. Phase I will consist of the submission of Capability Statements no later than 2:00 PM seven (7) days from the posting date of this Presolicitation Notice. The Government will consider all proposals and capability statements received within seven (7) days after the publication date of this notice. Telephone responses are not accepted and will not be honored. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five (5) to ten pages, with no prescribed format. Respondents must include references and a Capability Statement for at least two (2) completed projects within the last five (5) years of similar work within the value or magnitude of this notice adjusted for inflation. Each reference shall include the company name and title, telephone number, and point of contact. Contractor shall provide evidence of sufficient bonding capacity with the name of bonding company, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. Provide contract numbers, project titles, dollar amounts, and evidence of the following specific capabilities: After review of all Capabilities Statements, those offerors deemed "Best Qualified" will be provided additional response instructions and requirements. Your Capabilities Statement will be evaluated based on your key personnel's' skills, abilities and experience with commercial oversight of the equipment maintenance program and the implementation and management of a national integrated logistics system for prepositioned equipment; your organization's experience and past performance, including number, size, and complexity of similar projects, technical excellence, adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, willingness to partner with the Government in providing robust solutions, general compliance with the terms of the contracts, and acceptability of delivered product and service rendered.
