Description
The Naval Surface Warfare Center Panama City (NSWCPC) has a requirement to acquire various components, which will be used to support Maritime Special Operations Missions. NSWCPC intends to solicit Para Gear Incorporated 3839 West Oakton, Skokie IL on a sole source basis for ten (10) Talon 3 Harness Containers, four (4) Silhoutte190 Canopies, one (1) Silhouette 230 Canopy, five 950 Silhouette Canopies, five (5) 7-cell PD193R Reserve Canopies, four (4) 7-cell PD176 Reserve Canopies, and one (1) 7-cell PD218 Reserve Canopy. This acquisition is unsuitable for full and open competition for the following reasons. The items being procured, to ensure operational integrity, must be the same as or compatible with parts and equipment originally manufactured for or specifically incorporated into the 11 Meter Naval Special Warfare Rigid Inflatable Boat (11M NSW RIB). The 11M NSW RIB is a high-speed combatant craft used by the Special Boat Teams to support the Maritime Special O! perations mission. The Government does not own the technical data packages or specifications to compete this procurement. Para Gear is the manufacturer of these items and are the only known company approved by NAVSEA with the specifications and design to meet these requirements. The items being acquired can only be procured from Para-Gear Incorporated by direction of Naval Special Warfare (NSW). The items being procured have undergone extensive testing and qualification. Each part has been tested to perform to rigid requirements as specified by NSW. Only those articles, which have been successfully tested, are qualified. The objective of this process is to verify that the system provides acceptable levels of safety and mission critical support throughout the system specific operating range. The intent of the process is to provide maximum reasonable assurance that the mission can be completed and an accident will not occur. The equipment being procured, which is manu! factured by Para-Gear Incorporated, are the only items authorized for use with the 11M NSW RIB. Therefore, to ensure operational capability and compatibility with other RIB components, purchase action must be limited to this manufacturer.
