- SCOPE OF REQUIREMENT. The OCC has a requirement for verbatim transcription services to be provided on a nationwide basis, in the District of Columbia, and U.S. Territories. Transcription services include, but are not limited to, recording, transcribing, proofing, printing, duplicating, and delivering transcriptions of a wide variety of proceedings including, but not limited to, courthouse and/or legal proceedings, depositions, arbitration hearings, personnel grievances and appeals, conferences, and committee meetings. NAICS CODE / SMALL BUSINESS SET-ASIDE / WAGE DETERMINATION. The NAICS Code is 561492 and size standard is $6.0 (based on average annual receipts for the three most recent fiscal years). This requirement is a 100% small business set-aside and is subject to the Service Contract Act of 1965, as amended. The exact places of performance are unknown; however, wage determinations have been requested for OCC?s headquarters' city, Washington, DC, and four district locations: New York City, Chicago, Dallas and Denver. The contracting officer will request wage determinations for additional places of performance, when they become known, if asked to do so in writing. HOW TO ACQUIRE A COPY OF THE SOLICITATION. The OCC anticipates issuing the solicitation at this web site in November. The solicitation document will contain the details of OCC?s court reporting/transcription requirements, the instructions for submitting a quote, and how the quotes will be evaluated. All responsible small businesses may submit a quote which will be considered by the OCC. OCC anticipates awarding a contract in December using the simplified acquisition process under the Test Program for Certain Commercial Items in Subpart 13.5. #####
