Description
NASA/GSFC proposes to issue a Request for Offer (RFO), on a sole source basis to Massachusetts Institute of Technology (MIT), Office of Sponsored Programs, Haystack Observatory (HO), Cambridge, Massachusetts. This requirement encompasses Senior Scientist support and other technical services necessary for continued development and operation of the Mark-IV and Mark-V Very Long Baseline Interferometry (VBLI) systems and fabrication of special VLBI hardware and software for manipulation of " VLBI data acquisition systems and correlators" derived data as a method of VLBI geodetic research in support of NASA's Space Geodesy Program (SGP). The prospective procurement will be a follow-on Cost No Fee Contract with a 5-year basic period of performance from (December 23, 2004 through December 22, 2009). The Contractor shall, through the manipulation of " VLBI data acquisition systems and correlators" perform experiments with the emphasis on supporting the goal of the NASA Space Geodetic Program (SGP) to achieve improvements in accuracy in site position in the horizontal and in the vertical when averaged over one week/month of data", during the period of this contract. The Contractor shall, through the application of VLBI data acquisition systems and correlators derived data: provide the primary processing capability for "R & D" experiments, assist the SGP in carrying out correlation and data reduction tasks as part of the SGP commitment, continue the development and refinement of the correlation and fringe processing programs, and shall be responsible for the maintenance of "Mark IV, Mark V, and VLBA data acquisition systems operated for measurements by the SGP and at cooperating stations specified by the SGP. This procurement calls for upgrading of the Mark-III data acquisition systems to the Mark-IV standard, and installation of improved recording density electronics for the Mark-III and Mark-IV data acquisition systems, for the improvement and operational use of the Mark-III, Mark-IIIA and Mark-IV correlators, and for the maintenance of VBLI data acquisition terminals already in the field. The Mark-IV function is to improve on the measurement precision to the mm level from the current Mark-III standard of 2 cm on a 4000 km baseline. The Mark-IV will support new recording modes and increased capability of the data-recording system. It will quadruple the existing data rate of the Mark-IIIA acquisition system from 224 Mbits/sec to 1024 Mbits/sec. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within 15 days after publication of this synopsis. The Government does not intend to acquire a commercial item using FAR Part 12. See the following Notes NASA Specific Note B, and Notes 22 and 26. Interested organizations have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and competition basis, based upon responses to this notice is solely within the discretion of the Government.
