Description
NASA/JSC is hereby soliciting information about potential sources for: Integration of Gravity-Insensitive Heat Pump System JSC is developing heat rejection systems that may one day be used on exploration vehicles or planetary bases. A vapor compression heat pump system is currently being tested as part of this development program. The current heat pump being tested is made up of commercial off-the-shelf hardware, and while the system was developed to simulate the function of a heat pump to be used in space, the compressor selected is only suitable for ground-based systems and must be oriented properly in order to function. JSC has issued a related RFI (Microgravity-Capable Refrigerant Compressor) to identify potential microgravity- capable compressors. JSC is looking for expertise in integrating the selected microgravity-capable compressor and appropriate evaporator and condenser into a heat pump system that will function under all gravity levels from 0 to 1-g. This would involve sizing, selecting or manufacturing the heat pump condenser, evaporator, and other related heat pump hardware necessary for a gravity-insensitive heat pump that is capable of absorbing approximately 15 kW of heat at the evaporator at a temperature of 40 F, with a heat pump lift of 90 F (difference between the evaporator and condenser saturation temperatures). The system should be designed so that the orientation with respect to gravity can be changed to measure the gravity dependence of the system. Tasks would involve analysis; ground testing and hardware integration of a prototypic aerospace heat pump system, but flight certification would not be expected. Contractors with this kind of expertise are invited to submit their credentials and a list of previous relevant projects. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of less than 7 pages indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; number of employees; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact - address and phone number). Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Keith Hutto no later than November 22, 2004.
