- This modification to the RFI is issued to respond to the following questions: 1. Do we have to have an office in the Middle East or can our US-based office provide the necessary services with the required travel to the location. YES, THE CONTRACTOR MUST HAVE AN OFFICE IN THE MIDDLE EAST BECAUSE HE/SHE IS EXPECTED TO CONDUCT REGIONAL MEETINGS ON A MONTHLY BASIS AS WELL AS ESTABLISH RELATIONSHIPS WITH KEY GOVERNMENT AND PRIVATE SECTOR REPRESENTATIVES. IT WOULD BE TOO EXPENSIVE FOR US TO FLY US-BASED STAFF OUT TO THE REGION. 2. As for submitting invoices within 10 business days, does that include the charges incurred by the hotels too ? Or only the charges for the our personnel services ? YES, ALL CHARGES NEED TO BE SUBMITTED WITHIN 10 BUSINESS DAYS. 3. Is there any need for subject matter expertise or only logistics ? YES, PLEASE SEE SECTION 11 OF THE SOW THAT WE SUBMITTED WHICH STATES THE FOLLOWING: Factor A ? Technical Offeror shall provide a technical proposal that describes their technical approach to the tasks described in this SOW. The technical proposal shall also relate the Contractor?s previous experience related to the following areas to his/her ability to perform the tasks describe in this Statement of Work: a. Experience providing government and private sector liaison services. b. Experience in event management (e.g., conferences, training workshops, study tours). c. Experience in travel management. d. Fluent in Arabic. 4. As for 3b, is cost-reimbursement only for the cost of the "conference" or does it also include cost for our staff's stay and time to provide the on-site logistics? STAFF'S TIME IS INCLUDED IN THE MONTHLY MANAGEMENT FEE, BUT TRAVEL EXPENSES ARE REIMBURSED ON A COST BASIS. THIS IS WHY WE PREFER TO HAVE A CONTRACTOR BASED IN THE REGION VS. THE US SO THAT THE COST OF TRAVEL IS MINIMIZED. STAFF TIME FOR LOGISTICAL HELP AT THE CONFERENCES WOULD BE NEGOTIATED ON A PER CASE BASIS. ____________________________________
