- The Transportation Security Administration?s (TSA) Chief Technology Officer (CTO) has a requirement for Threat Image Projection (TIP) Ready X-Ray (TRX) equipment to fulfill the Aviation and Transportation Security Act (ATSA) (Public Law 107-71) requirements for screening of all passengers and property that will be carried aboard passenger aircraft operated within United States airspace. The TRX equipment screens baggage and personal property that passengers carry onboard aircraft. The TSA's Security Technology Deployment Office (STDO) is responsible for procuring and deploying technology to support the safety and security of the movement of people and baggage throughout the nation?s airports. STDO is responsible for ensuring that new TRX systems and technologies provide airport -level security benefits. STDO is modernizing the current TRX system which will support both legacy and new functional capabilities. The purpose of this announcement is to identify qualified technical sources for a contract to manufacture, maintain and deploy TRX systems. The requirement also includes Training Tasks and Engineering Services. Award of a contract is anticipated by May 2005, with a period of performance from the date of award for a minimum of three (3) years and a maximum of five (5) years. The Government requires unlimited rights to all data and computer software developed under this contract. In order to make a determination of qualified bidders, the TSA requires the following qualification information from interested sources: 1. TSA Security Lab (TSL) Qualification: Offeror must submit at no cost to the Government a Production Sample Machine to the TSL no later than December 06, 2004 to be used as the test system for qualification. During the qualification testing, the Offeror must provide testing and maintenance support at no cost to the Government. 2. Operational Utility Evaluation (OUE): Offeror must provide at no cost to the Government three Production Sample Machines for an OUE no later than December 29, 2004. During the OUE, the Offeror must provide maintenance support at no cost to the Government. The OUE period of performance may require three (3) months of support. The purpose of the evaluation is to identify those Offerors that have the expertise, interest and capabilities to perform the required tasks. In the case where multiple vendors have teamed together to submit a Capabilities Statement, the Government will evaluate the capabilities of all members of the team during the evaluation. After all testing is completed, a Qualified Vendor?s List (QVL) will be established. Only those Offerors placed on the QVL will be eligible to respond to the subsequent Request for Proposal (RFP). Placement on the QVL does not guarantee receipt of a TRX contract. The Government reserves the right to open up the QVL again, at the convenience of the Government. Interested parties responding to this announcement letter should carefully consider if they have all the expertise required to meet the Government?s requirements. This announcement is for informational purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This announcement does not commit the Government to pay any costs incurred in the submission of responses. An Offeror must be found qualified under this announcement in order to submit a proposal under the subsequent TRX RFP. Offerors will be notified in writing whether they qualify for the TRX proposal. Only proposal from qualified Offeror's teams will be evaluated for award. Changes in teaming arrangements after this initial announcement may invalidate an Offeror?s eligibility for consideration under TRX proposal unless prior approval is obtained by the Contracting Officer. Parties interested in competing for this requirement must notify Mr. Adam Freimanis within 15 calendar days of this notice with a single one page notice of interest. Interested parties must provide a TRX system for testing to the TSL by no later than December 06, 2004, at no cost to the government. Only qualified sources will be permitted to submit a TRX proposal. (End of provision)
