- This is Modification Number 4 to the ISAT Broad Agency Announcement on 30 September 04. Add the following for clarification: BAA section 2.C.1, 1) Level of effort on Objective System analysis in next phase. We are expecting a similar level of effort on OSC as PDR (up to $1.5M, not 15%). However the intent is different. On the calibration and metrology side DARPA expects the OSC design to evolve, reflecting the lessons learned from the breadboards and testing etc performed in the FDS CDR phase. On the radar side the contractors should consider $500k the MAXIMUM level of effort, as needed to ensure that they understand the operational concepts. Add the following for clarification: BAA section 2.C.2, 2) Intent of the BAA is to be as close to a true CDR as possible. We are expecting close to 85% released engineering on the core experimental parts (structure, metrology ...). On the other pieces (bus, solar arrays) we are hoping for as much legacy hardware as possible, and as much released engineering as possible. The KTR proposals should identify any items not met from a true CDR and the plans and cost (in planning estimate) to recover in the following manufacturing phase contract. Any deltas from a true CDR will be evaluated per the BAA "ability and adequacy to retire risk..." category.
