Description
The U.S. Army Engineering and Support Center, Huntsville (USAESCH) intends to award a sole source follow-on, Time and Materials (T&M) Indefinite Delivery Indefinite Quantity (IDIQ) Service Contract for Research and Development (R&D) support for the o ngoing and in-progress effort of support relative to R&D for demilitarization technologies as directed by the Defense Ammunition Center (DAC) to ArcTech, Inc in Chantilly, VA. The DAC has a need for support which will be managed by the USAESCH to include investigations, studies, technology development, system specifications, system fabrication, system prove-out and demonstration, evaluation, training, reporting and travel. The work to be performed is largely in support of R&D related to technologies for d isposal of missile propellants involving consensus Government/Contractor planning. This process is patented under patent number 5,538,530, for a method to safely dispose of propellant and explosive materials and for preparing fertilizer compositions. The p atent was filed and assigned to ArcTech in 1995 by the US Patent Office. The support requires continuing interface with the DAC project manager who is involved in decision-making relative to alternatives and trade-offs. The contractor shall provide core competencies in areas of environmentally acceptable demilitarization technology development, analytical services, microbial services, and environmental services. The contractor shall provide technical expertise, labor, facilities, equipment, and materials to accomplish each work task assigned under this contract. There is no other known source who can provide continuation of this service. This is not a formal solicitation. The synopsis of intent to issue a sole source award to ArcTech, Inc. in Chantilly , VA is not a request for proposal/offers. Contractors who feel they can provide the U.S. Army Engineering and Support Center, Huntsville with the above services, as specified above are invited to submit, in writing, an affirmative response which includes , as a minimum, the capability to do the work and evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. Reference Note 22, the 30 day period for submitting responses is not applicable, the agency is only required to issue a 15-day notice and will control the issuance of the solicitation to the contractor. If no written responses are received within 15 calendar days, a sole source award will be issued.
