ANNOUNCEMENT DETAILS ACTION: P - Pre-solicitation Notice SOLICITATION NUMBER: 05SP811071 SET-ASIDE: Open SOLICITATION DATE: 12/01/04 CLASSIFICATION CODE: 99 CONTRACTING OFFICER: Bill Holbert, Bureau of Reclamation Po Box 25007, D-7810 Denver, Co 80225-0007 POINT OF CONTACT: Bill Holbert, Contract Specialist TELEPHONE: (303) 445-2448, EMAIL: bholbert@do.usbr.gov PLACE OF PERFORMANCE: Crab Orchard National Wildlife Refuse, Marion, IL PLACE OF PERFORMANCE POSTAL CODE: 62959 PLACE OF PERFORMANCE COUNTRY: US SUBJECT: Pre-solicitation Notice DESCRIPTION: The Bureau of Reclamation has a requirement to implement remedial action for the demolition of the former Crab Orchard National Wildlife Refuse (CONWR) waste water treatment plant (WWTP) in accordance with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (as amended) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). The WWTP site covers approximately 50 acres, and includes the main treatment building and out buildings, an anaerobic digester, sludge drying beds, two ponds, the surrounding area, and the outfall area consisting of ditches and streams. Remedial work will consist primarily of removal and offsite disposal of contaminated soil, sludge, and sediment; demolition and offsite disposal of all structures; removal and treatment of water in impoundments; and site restoration. Primary contaminants are polychlorinated biphenyls (PCBs) and cadmium. Materials contaminated with PCBs will be disposed of in accordance with Toxic Substance Control Act (TSCA). The solicitation will be available electronically on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov on approximately 12/01/2004. NOTE: Under FAR 14.5 (Two-Step Sealed Bidding) This will be a 2-step solicitation. During the first step, offerors will be required to respond to evaluation criteria to prove to the acquisition official that they are a viable competitor for the requirements of the solicitation. The solicitation will identify the information that must be submitted and the criteria that will be used to make the initial evaluation of potential offerors. Upon selection of offerors that meet the requirements of step one, the offerors selected will be requested to provide a sealed bid for the requirements of the solicitation.
