Description
AMENDMENT (NOVEMBER 5, 2004). The purpose of this amendment is to clarify the change made to the sources sought announcement on November 4, 2004. A 15 page limitation was introduced as well as adding the option of attaching a copy of small business certification. The following sentences were added to the paragraph detailing what sections of the SF330 required completion to respond to the sources sought" "You may also attach a copy of your small business program certificate. The SF330 is limited to 15 single-sided pages. This restriction does not include submitting a copy of the firm's small business program certification." No further changes are made at this time. Sources Sought Synopsis. DESCRIPTION: THIS IS NOT A SOLICITATION ANNOUNCEMENT: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. Southwest Division, Naval Facilities Engineering Command is seeking U.S. Small Business Administration (SBA) certified 8(a), HUBZone and/or Service Disabled Veteran-Owned Small Business sources with current relevant qualifications, experience, personnel, and capability to perform the Architect/Engineer (A/E) services required for a firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Non-Industrial Facility Projects at various Navy and Marine Corps Facilities located within California, Arizona, Nevada, New Mexico, Oregon, Idaho, Alaska, Washington, Montana, and Utah for the Southwest Division, Naval Facilities and Engineering Command, San Diego, California. The preponderance of the work will be in Southern California. Required A/E services are primarily for preparation of design plans, specifications, cost estimates, feasibility and concept studies, and preparation of architectural and engineering documents and reports for new construction, renovations and repair of facilities. The services may include seismic upgrades, grading, paving, utility systems upgrade, mechanical and electrical system, identification and abatement of asbestos and lead paint, life safety/site surveys/site investigations, cost estimating and economic analysis required to develop and define actual costs of construction. Projects are predominantly Non-Industrial Facilities. Examples follow: Recreational facilities, retail sales facilities, administrative facilities, aircraft sunshades; chapel; nuclear biological chemical training facility; training tanks; and military law enforcement facilities such as area guard facility, game warden facility, gatehouse, military working dog facility, special response team facility, surveillance van facility, brig, and headquarters building. This work may include, but is not limited to, Request for Proposal (RFP) on Design Build projects or Invitation for Bid (IFB) for fully designed plans and specifications and the provision of construction support services. Services shall be accomplished in the firm?s office with the exception of field/subsurface investigations and surveys as required at the project site. The small business size standard is NAICS classification 541330, Engineering Services, (Size Standard $4.0 Million average annual gross receipts for proceeding three fiscal years). This sources sought synopsis will be used by the government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the government still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunities. Responses to this Sources Sought Synopsis are not adequate response to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought synopsis. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The maximum contract value may not exceed ($5,000,000) aggregate total. The minimum guarantee for the contract shall be $5,000. The maximum value of individual task orders executed under this contract may not exceed $500,000. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Contract term is for a one-year base period with One (1) option period. Each performance period will run 365 calendar days, or until the maximum dollar limit is reached, whichever occurs first. The hourly rates will be negotiated for each calendar (12 month period) year and are independent of which option year is in effect. The government may exercise the option period unilaterally. Per NFAS 17.208-100(c)(1), options for post construction award services may be negotiated on individual task orders for unilateral exercise. Interested sources are invited to respond to this sources sought announcement by completing the following sections of the SF 330, Architect-Engineer Qualifications Part I, Contract-Specific Qualifications: Section A, Contract Information; Section B, Architect-Engineer Point of Contact; Section E, Resumes of Key Personnel Proposed For This Contract, and Section F, Example Projects Which Best Illustrate Proposed Team?s Qualifications for this Contract. Include the 8(a) Small Business Certification Number in Part I, Section B, Block 5, Name of Firm, in addition to the Name of Firm. Respondents will not be notified of the results of the evaluation. However, EFDSW-SD will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a), HUBZone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the government. Response to this sources sought announcement is due not later than 2:00 p.m., November 16, 2004 to Southwest Division, Naval Facilities Engineering Command, Code AQ2.HH, Attn: Hal Hayes, 1220 Pacific Highway, San Diego, CA 92132-5190. You may also email your response to Harold.Hayes@navy.mil. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants. Facsimile submittals will not be accepted.
