Description
The Bureau of the Public Debt, on behalf of the Financial Crimes Enforcement Network (FinCEN), intends to negotiate a sole-source procurement for a personal services contract to perform Management Support Services. The Contractor shall support FinCEN administration of and compliance with the Bank Secrecy Act (BSA), our nation?s comprehensive anti-money laundering statute, which requires depository institutions and other industries vulnerable to money laundering to file and report certain data about financial transactions. The contract will have a base period with four one-year option periods. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. The required services/responsibilities requires extensive knowledge of and insight into the federal law enforcement culture and investigative priorities, procedures and sensitivities related to money laundering and terrorist financing. The position requires an individual who combines extensive federal financial crimes law enforcement experience; extensive direct experience with FinCEN?s BSA initiative and expert knowledge with FinCEN?s operational environment and strategic priorities. Therefore, FinCEN must seek the assistance of a highly qualified and experienced expert to assist FinCEN in managing its relationship with the law enforcement community. The contractor shall be responsible for services supporting FinCEN in the following areas: The Contractor shall assist senior FinCEN officials in managing the BSA Direct platform with federal, state and local law enforcement; provide expert advice to FinCEN management concerning development, implementation and maintenance of collaborative working relationships with law enforcement users of BSA data; assist FinCEN management in prioritizing law enforcement requests for use of FinCEN analytic resources. NO SOLICITATION DOCUMENT IS AVAILABLE. The Bureau of the Public Debt will consider all affirmative responses received by November 19, 2004 at 12:00 pm EST. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Christopher Kirwan.
