- NAICS Code: 315999 NAICS CODE: 31599. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional solicitation will not be issued. The Request for Quote number is RFQ-DC-05-00029. It is the Government's intent to award a Purchase Order by November 12, 2004 to the vendor whose quote provides the best value to Government for the following items: ITEM 1: Quantity of 250 Official Badges for United States Environmental Protection Agency (US EPA) On-Scene Coordinators (OSCs). Badge material to be suited for heavy use, have a solid silver color, require no surface plating, be polished to a highly brilliant luster, and have clear coat applied to enhance durability. The US EPA, Emergency Response seal to be included in the center of the badge with Dura-Enamel full color seal and Dura-Enamel lettering. The upper section of the seal is to be blue in color, the center section is to be white in color, and the lower section is to be red in color. The badge will include the following lettering: US EPA (above seal), ON SCENE COORDINATOR (below seal). The style of the badge is Blackinton BH1965-F (or equivalent style). Badges must include a lifetime guarantee for the life of the badge. ITEM 2: Quantity of 250 Pad Style Case with suede protector and identification window. The case is to be black in color with gold engravings. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. The specific evaluation criteria to be included are technical capability and price.
