Description
NAICS Code: 541710 The U.S. EPA National Risk Management Research Laboratory, located in Cincinnati, OH, requires the services of a contractor to complete a study entitled "Mining Reclamation Sustainability Evaluations - Elkins Project." The Elkins Project was a coal mine reclamation study conducted in the late 1960's jointly by the US Bureau of Mines and the predecessor agencies to the USEPA. The final report is available from the National Technical Information Service. Addition studies have been performed by the West Virginia Department of Natural Resources. The study involved regrading of surface mines, mine sealing, and revegetation along the Roaring Creek and Grassy Run watersheds near Elkins, WV. The study evaluated the effect of the reclamation practices on water quality in the watersheds and on biotic diversity. It has been over thirty years since the Elkins Project was completed. It is the intent of this study to return to the Elkins project and assess the sustainability of the reclamation efforts performed. This will require an assessment of current conditions, both in terms of 1) water quality and flow, 2) diversity of the surviving grasses and trees, 3) diversity of aquatic life, and 4) general assessment of the effectiveness of the reclamation /mine sealing efforts. The contractor shall compare the current conditions with similar unmined locations in the nearby or adjacent areas to assess the degree of return to the natural environment. Similarly, the contractor shall compare the current conditions with those at the completion of the Elkins Study. Water samples will be collected by the contractor, preserved appropriately, and provided to the EPA NRMRL laboratory for analyses. All analyses will be completed by EPA and the results returned to the contractor within 30 days. All field measurements (e.g., flow, pH, conductivity, temperature) will be performed by the contractor, who will be required to submit a QA/QC plan to EPA for review. No sampling can be done without an approval from EPA of the QA/QC plan. QA requirements are in Attachment A. The study shall be conducted in May or June 2005. The contractor shall provide a final report acceptable to EPA and photographic documentation of site conditions by September 30, 2005. This acquisition is designated as a small business set aside under NAICS code 541710. The acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. It is anticipated that a Request For Quotation (RFQ) will be issued on or about November 23, 2004.
