Description
NASA/JSC has a requirement for the following DC-9 Aircraft Crew Training: The Aircraft Operations Division (AOD) has recently acquired a DC-9 aircraft. The DC-9 will replace the KC-135 aircraft currently used in the reduced gravity program. The designated call-sign for the DC-9 is NASA 932. The aircraft is currently undergoing an extensive inspection and modification program at another location. It is anticipated that the aircraft will return to Ellington Field in mid-December 2004. In order to support the Space Shuttle Return to Flight Program in a timely manner, it is essential that AOD aircrews be ready to start flight training on NASA 932 within about one month after the aircraft arrives back at Ellington Field. In order for the aircrew to begin flight training on the aircraft, they must have completed an extensive ground and simulator training course on the DC-9 aircraft. OBJECTIVES The objective is to acquire DC-9 initial aircrew transition training. This training shall consist of general operational subjects, aircraft systems, and systems integration for the DC-9 aircraft. The course will include an oral exam and simulator check-ride, the successful completion of which will result in a DC-9 type rating. REQUIREMENTS The aircrew transition training consists of ground and simulator training. The curriculums will be FAA approved courses with the site designated by the offeror. Ground school instructors shall also be FAA approved and expertly knowledgeable in DC-9 systems and operational procedures. Ground school instruction shall be presented live and not on video. The simulator training portion will be conducted in a full flight simulator to include flight maneuver training. The simulator shall have an FAA Level C rating or greater. SCOPE Aircrew transition training class for four crews will be required. A crew consists of two pilots plus a flight engineer. The first crew shall have training anticipated to begin November 29, 2004 and completed by December 25, 2004. It is anticipated that the three remaining crews will be trained from January through March (one crew per month). In case of unanticipated delays, the contract will cover a period of one year. The Government will notify the Contractor two weeks in advance for any training requirement. PAYMENT Partial Payment shall be authorized. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 11/9/04 10:00 AM CST. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
