Description
PURCHASE AND REFURBISHMENT OF GOVERNMENT-OWNED INTERNALLY TRANSPORTABLE VEHICLES (ITVs) 1.0 INTRODUCTION. The Marine Corps Warfighting Laboratory’s (MCWL’s) Sea Viking 2006 (SV06) Advanced Warfighting Experiment (AWE) will experiment with operational concepts that have the potential to radically change the way the Marine prosecutes future wars. To that end, SV06 will experiment with insertion of motorized Marine infantry. Six (6) vehicles are required to successfully collect data during this experiment. The Government owns a quantity of four (4) Flyer Internally Transportable Vehicles (ITVs). The primary goal of this effort is to purchase two (2) additional vehicles and refurbish the existing Flyer ITV in order to conduct experimentation; 2.0 TASK DESCRIPTION. 2.1 The contractor shall refurbish four (4) existing Government-owned Flyer ITVs. The vehicles shall be returned to Code “A” condition. Each vehicle shall be equipped with the standard equipment enclosure original to the vehicle; a high lift utility jack, a winch, a block and pulley, and nylon pull rope (vehicle self recovery kit). 2.2 The contractor shall provide driver training for sixteen (16) Marines on the Flyer ITV. Training shall include safe operation of the ITV over cross-country terrain during daylight and hours of darkness. The number of Marines requiring training will not exceed sixteen (16). It is estimated that operator training will require five (5) days, ten (10) hours each day. Training will be conducted at ranges in California. 2.3 The contractor shall provide mechanic training for three (3) Marines on the Flyer ITV. This training shall include all vehicle maintenance beginning with 1st echelon operator preventive maintenance tasks and ending with selected 3rd echelon corrective maintenance tasks. The training shall include removal and replacement of all major vehicle components. The training shall not include rebuild and overhaul of major components. Training will be conducted in California. 2.4 The contractor shall provide on-site support of the Flyer ITVs during Limited Objective Experiments (LOEs) and the SV06 AWE. This support shall consist of a minimum of one (1) contractor thoroughly familiar with the operation and maintenance of the Flyer vehicle. Vehicles requiring support are the four (4) refurbished vehicles, plus two (2) additional new vehicles. The total chargeable time by the contractor estimated for this support is 408 man-hours; 3.0 DELIVERABLES. 3.1 Four (4) refurbished Flyer ITVs in Code “A” condition equipped as originally delivered to the Government. Delivery to the Government by the vendor is requested to be no later than 01 March 2005. 3.2 Program of Instruction and training syllabi for both operator and mechanic training. It is requested that delivery shall be no later than 01 March 2005. 3.3 Brand name or equal to two (2) new Flyer ITV model vehicles and spare parts package. It is requested that delivery shall be no later than 01 April 2005; 4.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)/GOVERNMENT FURNISHED INFORMATION (GFI). The Government will furnish four (4) Flyer ITVs within ninety days from date of contract award. The vehicles shall be delivered in as complete and fully operational condition as possible. The Government will furnish technical information concerning Code “A” condition upon request; 5.0 PERIOD OF PERFORMANCE. The period of performance shall begin upon contract award and complete no later than 30 September 2006. Funding expires for performance on 30 September 2006; 6.0 FREE ON BOARD (FOB) DESTINATION.
