Description
The United States Department of Homeland Security (DHS) intends issue a purchase order for the lease of eight (8) mid size sedans for the DHS Executive Transportation Support for one year, with one option year in accordance with the simplified acquisition procedures in FAR Subpart 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation. Statement of Objectives: Provide eight (8) mid size sedans meeting the following minimum objectives: 1. All vehicles shall be model year 2005; 2. All vehicles shall be black, dark blue or dark gray may be acceptable at the discretion of DHS; 3. Upgraded trim level are acceptable; 4. All vehicles shall have tinted glass; 5. All vehicles shall have air conditioning; 6. Insurance and accident management shall be included; 7. Vehicle maintenance shall be included with the service available at any authorized dealership in the area; 8. No Mileage penalties; 9. Registration and Titling shall be included; and 10. Vehicles shall be five (5) passenger mid-size sedans such as Ford 500, Chrysler 300, Buick LeSabre, Pontiac Bonneville SLE or equivalent. The term of the lease shall be for one year with a one year option. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items; 52.212-2 Paragraph (a) insert: The Government intends to issue a firm fixed price purchase order to the offeror whose quotation conforming to the specifications will be the most price advantageous to the Government. All responsible sources may submit a proposal or quotation which will be considered by the U.S. DHS. All offers must include: 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; 52.217-08, Option to Extend Services; 52.217-09, Option to Extend the Term of the Contract; and 52.232-19, Availability of Funds for the Next Fiscal Year; 52.208-4 Vehicle Lease Payments; 52.208-5 Condition of Leased Vehicles; and 52.208-5 Condition of Leased Vehicles. These FAR Provisions and Clauses may be accessed via the World Wide Web at http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. A signed copy of the Representations and Certifications shall be included with offeror?s quote. Quotations shall be submitted via email to Alycia.Taylor@dhs.gov. Quotations are due by 2:00 PM ET on Tuesday, November 23, 2004. Question pertaining to this solicitation shall be submitted via email no later than 2:00 PM ET on Tuesday, November 9, 2004.
