Description
The Chief Financial Officers (CFO) Act of 1990 (Public Law 101-576) and the Government Management Reform Act (GMRA) of 1994 (Public Law 103-356) require annual audited financial statements covering all accounts and associated activities of each office, directorate, and activity of designated agencies including the Federal Aviation Administration (FAA). The objective of this task order is to acquire audit services to meet the audit requirements of the CFO Act as amended by GMRA and implementing guidance. The Contractor will be required to perform an audit of the FAA FY 2005 Financial Statements (fiscal year ending September 30, 2005) that meets the requirements of the CFO Act, GMRA, implementing guidance, and the requirements of this statement of work. If options are exercised, the Contractor shall perform the same for each subsequent year. This task order contains renewal options for two (2) succeeding fiscal years. The contract for the base year and any option years will be firm, fixed-price. FAA is equivalent to a large corporation with an annual budget of approximately $14 billion and has accounting offices located throughout the United States. DOT is seeking to identify whether a small or 8(a) contractor has the capability to perform this requirement. Small business interested in this requirement should send a brief description (not to exceed 3 pages) of their capability, including the performance of specific audits with a corporation or Government agency comparable to the size and geographic scope of FAA (e.g., description of audit performed, name and size of organization, point of contact, etc.). Information should be submitted by November 15, 2004 via electronic mail to Phaedra.Johnson@ost.dot.gov. Sources must indicate whether they are a small business, HUBZone business, or 8(a) business under NAICS code 541211 (average annual revenues of less than $7M over the last three years). The Government does not intend to pay for information furnished in response hereto.
