Description
The Phillips Research Site Directorate of Contracting is announcing procedures aimed at decreasing lead-time for Broad Agency Announcement contract-awards to industry. While most procedural changes are internal to the Contracting Directorate itself, the process is founded in a strategy of gathering all information necessary for award at the onset of the acquisition, and eliminating iterative Government requests for updated, or more complete, information from the offeror. The Directorate recognizes the burden levied upon industry by repeated requests for information, it is costly and time-consuming . Likewise, the Directorate realizes it is incumbent on the Government to sufficiently describe the nature and detail of information required in order to make award. As such, the Directorate has dedicated itself to communicating its requirements for such information to industry, and has established the Det 8 AFRL/PK web site to facilitate this communication (http://www.vs.afrl.af.mil/PK) , available on or about 10 Nov 2004) . There, the offeror will find a number of documents to assist in developing complete and responsive offers to Phillips Research Site contracting opportunities. With respect to these items, interested offerors are specifically reminded: 1) To adhere to each acquisition's cost-proposal instructions; 2) To submit required subcontracting plans at the time of technical/cost-proposal submission; and 3) That failure to provide a complete proposal may result in a determination that the proposal is non-responsive, and its elimination from consideration for award by the Government. It is the Directorate's desire to make this process as efficient as possible for all parties, and your experiences and opinions are important to the process.
