STATEMENT OF WORK STATEMENT OF WORK CLEANING EXHAUST HOODS AND DUCTS BUILDINGS 119 AND 120 GHEDI AB, ITALY SCOPE OF WORK: a. General Scope of Work: The contractor must be certified according to NFPA standards or approved Italian/EU equivalents and shall provide all labor, materials, and equipment necessary to accomplish the cleaning of the duct systems in the food preparation areas of the following buildings located at Ghedi AB: Bldg # Bldg Description # of Hoods 119 Club 1 120 Dining Facility 2 Total # of Hoods 3 b. Frequency of Services: The services shall be performed monthly. c. Schedule: The work should be performed during the hours specified below. If the contractor requires additional hours, this must be coordinated with the government on site POC. If this occurs, the contractor is not entitled to additional reimbursement for working extended hours solely for scheduled routine cleaning. Due to the nature and the available hours (often after dark), to perform this work, adequate lighting may not be readily available at the site. In this case, the contractor is responsible for providing any additional lighting necessary to perform cleaning. The desired starting and finishing times by building are as follows: Bldg 119: 0900-1400 Bldg 120: 1400-1800 d. Work to be Performed: Note: For this contract, unless coated with an enamel-type surface, ?clean? means ?clean to the bare metal.? 1. The contractor shall inspect, clean, and maintain exhaust hood and duct systems in the buildings and locations stated, in accordance with NFPA Standard 96 or approved Italian/EU standards and any other applicable local, regional, or federal rules and procedures. 2. Clean interior and exterior of all ducts and vents in the exhaust system. 3. Clean interior and exterior of all hoods (dismount and remount as required). 4. Clean exhaust fans and related components (dismount and remount as required). 5. Ensure that the exhaust system is deactivated and electrical motors are disconnected when cleaning the fan and other motorized equipment. 6. Ensure that the electrical motors are reconnected and the exhaust system is reactivated when cleaning is finished. 7. Remove, clean and reinstall all inspection plates and access part covers. 8. Remove, clean and reinstall all grease filters. 9. Clean all drip pans including those located on the roofs. 10. Clean walls, floors, and equipment adjacent to and behind ducts. 11. Clean all dry/wet chemical system piping. Cleaning chemicals will not be applied on fusible links or other detection devices of the automatic extinguishing system. 12. Observe applicable safety measures and practices pertinent to work accomplishment. 13. Clean areas of apparatus where grease has accumulated by using all purpose detergents and hot water. Finished ducts, hoods, pans, filters, fan covers, and equipment shall be completely free of dirt and grease. Water spilled on floor and equipment shall be dried and cleaned up. Work shall be accomplished in such a manner that the user shall be disturbed to the minimum extent possible. 14. Wastewater from the cleaning process will be taken to an off-base facility for proper processing/disposal in accordance with local codes and laws. 15. All cleaning equipment (to include: ladders, brushes, extension poles, mops, drying cloths, buckets, detergents, or any other necessary equipment or tools) shall be furnished by the contractor. 16. The Aviano Base Fire Department?s Fire Prevention Section or task certified personnel are the representative to the Contracting Officer to verify and evaluate work performance. 17. After contract award and prior to start of services, the contractor shall submit for approval, a monthly working schedule indicating the days and hours he or she proposes for each building. Said schedule shall be submitted to the Maintenance Engineering office and the Aviano Base Fire Department?s Fire Prevention Office, and followed during the entire period of the contract. If the contractor wishes to change this schedule, he or she must secure approval through the Contracting Officer, or designated representative. 18. The contractor shall take care to avoid damage to any property during performance of this contract. The contractor shall replace or repair the damages at no cost to the U.S. Government. 19. Payment shall be made upon verification and acceptance of completed work by the Quality Assurance Evaluator. 20. In the contractor?s monthly schedule, the contractor shall provide a time when the hood and ducts are ready for inspection. The contractor shall also call the Ghedi Services Superintendent (DSN 632-4658) and the Aviano Base Fire Department?s Fire Prevention Office (DSN 632-7530). This ?ready for inspection? time means all filters are removed and the exhaust system remains disassembled. The government representative has 20 minutes past this inspection time to arrive and begin the inspection. If the government representative does not arrive within this 20 minute window, the contractor shall call the Ghedi Services Superintendent and the Aviano Base Fire Department?s Fire Prevention Office one more time and allow an additional 5 minutes for the government representative to show. If the government representative still does not arrive, the contractor may close up the system. 21. If at any time during the life of the contract any building is closed for renovation, exercises, or any other reason, the contractor shall be notified within 14 calendar days. The amount billed shall be deducted from the contract. 22. After cleaning is completed, the contractor shall place or display within the kitchen area a label indicating the date cleaned, cleaning technician?s name, and areas not cleaned. 23. Unless otherwise approved by the Contracting Office, all discrepancies must be corrected by the contractor, at no cost to the government, within 48 hours of identification. WORK SITE CONDITIONS: a. The contractor will be responsible for his site to be maintained at all times while occupying Government sites. i. The contractor, at his expense and in a workmanlike manner, shall maintain the Government site assigned to him for his construction and lay-down area for materials. ii. The contractor shall ensure all construction debris is removed and disposed of at designated dumpsites outside the Base in accordance with all host nation regulations and codes. iii. All environmental hazardous waste shall be disposed of at designated disposal sites outside the Base in accordance with all host nation regulations and codes. iv. The contractor shall not use any areas of the Base outside of his designated area for material or debris storage without permission from the Civil Engineering Base Planner. v. The contractor shall keep items or material within his site or possession. Any material left outside fences shall be assumed to be abandoned. These materials will be removed or relocated to Civil Engineering site storage and cannot be reclaimed by the contractor. The Civil Engineer will seek reimbursement/ compensation for work associated with such removal/ disposal. vi. Prior to departure, the contractor shall restore all facilities, equipment, furniture, etc. to its original condition and remove all materials and debris within his site. b. The contractor is permitted to use reasonable quantities of available electricity and water at the work site. The contractor shall alter characteristics and shall observe conservation practices at all times. All connections shall be the responsibility of the contractor including restorations to initial conditions. c. Interruption of utilities. Utilities shall not be interrupted until approval is received from the Contracting Officer. Any such need shall be requested in writing by the contractor at least 10 days in advance of the needed interruption. Requests for utility interruption shall indicate the type of utility to be interrupted, the type of operation requiring the interruption, the date and duration. To the maximum extent possible interruption shall be scheduled on weekends or U.S. holidays in order to minimize impact to base activities. d. Toilet facilities for contractor use are available in the area. The contractor and any personnel engaged in this project under his supervision must maintain cleanliness of these facilities if any are used. e. If welding is to be performed the contractor shall ensure a welding permit is obtained from the Aviano Base Fire Department prior to performing welding operations. f. The contractor shall not use base refuse containers to discard debris. All construction debris shall be discarded by the contractor off base at authorized sites according to category of debris/refuse in strict observance of all host country laws, decrees and local regulations in force. g. The contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety and in particular Italian laws 626 and 528.
