Description
US Army CECOM intends to solicit by means of a REVERSE AUCTION commercial construction services to Construct New Building to Relocate Recruiting Command, Fort Monmouth NJ. The reverse auction will be conducted on 15 Dec 2004 at 3:00 pm. Time of the event is Eastern Standard Time. The Starting Price and Bid Decrement for this requirement will be _$675,000.00 - $5,000.00. If a Bid is submitted within the last five minutes, as indicated by the Army web site server clock, of the time period specified for the reverse auction, the final bid will be the determining factor in closing the reverse auction. When no Bids are submitted during the extension period then the auction will cl ose. A Bid during the reverse auction must differ from the market leading offer by at least the decrement stated above. Reps & Certs, Amendment acknowledgements, Bonds: Hard Copy w/seal should be received by COB 10 Dec 2004. (everything that would be needed at a bid opening...except the bid) By participating in the reverse auction, contractors certify they will not knowingly disclose their price to any other bidder except anonymously during the reverse auction. the contractors further certify that anonymous disclosure of its price during the r everse auction shall not be for the purposed of restricting competition. Requirement: Construct new 2800 sq ft +/- one story building including but not limited to general construction, building environment systems, site work, utility connections, paving curbing, sidewalks etc. Drawings will be made available at the site visit, to be announced (TBA), or through postal mail. Requests for copies of drawings should be addressed to the Contracts POC stated below. The magnitude for the project, IAW FAR 36.204 is between $500 and $1M, category e. An award for this project is anticipated in FY'04, and will be issued subject to the availability of funds. The recommended construction period is 180 days. Liquidated damages in the amount of $200.00 per day will be assessed for any unauthorized schedule overruns. The contractor will be required to provide a construction performance schedule (MS Project format) and a schedule of values for progress payments prior to the start of work. There is no Government Furnished Equipment (GFE) available for this project.
