Description
The two items to be procured are: M98 200CFM Gas-Particulate Filter Set, NSN: 4240-01-369-6533, Part Number: 5-19-6722, per Performance Specifications MIL-PRF-51527A (EA) and Hermetically Sealed Filter Canister (HSFC), NSN: 4240-01-366-6243, Part Number: 5-19-6868. These filters are components of Filter Systems providing posi tive pressure collective protection against Nuclear, Biological and Chemical (NBC) threats. The filters remove toxic gases and particles from contaminated air dawn from the environment and provide clean, breathable air to mobile and permanent shelters. T he filters utilize toxic gases and particles from contaminated air drawn from the environment and provide clean, breathable air to mobile and permanent shelters. The particulate filter utilizes a glass microfiber media to remove biological agents and chem ical aerosols at an efficiency rate of 99.97% at .3 microns. The filters utilize high-grade ASZM-TEDA carbon to remove gaseous chemical agents not filtered by the particulate media. ASZM-TEDA also provides increased moisture tolerance and extended filter life. The gas filter contains no wheterlite carbon. As life support items these filter sets have stringent physical and chemical agent requirements. Construction of the gas filter requires experience in carbon filling. Only contractors having demonstr ated success in manufacturing filters to such critical standards will be considered. The filters are packed in an airtight metal container for transport and long-term storage. The M98 200 CFM is comprised of two concentric filters: The inner compartment is for particulate filtration and the outer one is for gas filtration. The dimensions of the gas filter are 16.69 inches inside diameter by 21.43 inches outside diameter by 10.19 inches tall. The dimensions of the particulate filter are 12.08 inches insi de diameter by 16.64 inches outside diameter by 10.13 inches tall. Body of both filters is aluminum, alloy. The Hermetically Sealed Filter Canister utilizes the standard interfaces that are used for specialized applications (the dimensions are the same as the 200 CFM). This solicitation is an unrestricted, full and open competition and will result in the award of a 5-year firm-fixed price, Indefinite Delivery Indefinite Quantity contract with a guaranteed minimum quantity of 3000 M98 200CFM Gas-Particul ate Filter Set. This is a best value trade-off analysis procurement. Past performance, technical, and small business participation will be evaluated along with price. FOB is destination. The total estimated quantity over 5 years is 30,000 for the M98 2 00 CFM Gas-Particulate Filter Set and 1000 for the HSFC. The total maximum quantity that the government is entitled to order over the lifetime of the contract is 31,000. Estimated ordering period will be from award date through 30 June 2010. First Artic le Testing is required. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the Internet. Vendors who need this TDP in order to prepare a proposal are instructed to request it by submission of an email request to: ta com-ri-tdp@ria.army.mil. Any said requests should contain the following information; CAGE Code (if available), company name, point of contact, street address, city, state, zip code, and telephone number. A TDP will be provided by normal mail after the so licitation has been released to the Internet. Estimated issue date is 1 December 2004. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. CAUTION: This solicitation will be issued electronically as will any amendments thereto. It is therefore incumbent upon interested parties to periodically access the above Internet ad dress in order to obtain any amendments that may be issued. Failure to obtain amendments and to respond to them before the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of same.
