Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) to award a firm-fixed price contract for the construction of a new 72 room, three-story dormitory at Thule Air Base, Greenland. The scope of work for thi s project is to demolish an existing storage facility on the site, as well as performing all the affiliated abatement (Building 103) and relocate /protect its existing utilities. There are two substations on the project site that are to be relocated. The n ew three-story dormitory will provide living quarters for the accommodation of both Junior and Senior Non Commissioned Officers. The dormitory will be comprised of a series of modules. The modules will typically have two or four bedrooms with a closet a nd a private bathroom connected to a common area, which includes a small kitchenette. The dormitory will be comprised of a steel super-structure supported on concrete footings. The building exterior shall be an insulated metal panel system. The buildings mechanical, electrical, plumbing, fire protection systems are designed to accommodate the extreme cold climate conditions. There will be associated parking and an access road requirement. Roads are generally dirt roads at Thule. All interior walls will be constructed of a typical metal stud and gypsum board assembly. The structure footprint is approximately 16M by 56M. The roof is a gable type utilizing standing metal seam system.General Conditions at Thule Air Base:- Thule Air Base is a United States mi litary installation located in the country of Greenland, which is under Denmarks home-rule. It is located within the Arctic Circle, about 900 miles south of the North Pole on the northwest side of the island of Greenland. - The ground is a permafrost condition that is required to be kept from thawing as much as possible so the facility sits on footings and the elevated floor has about a meter clearance above the ground. The permafrost exists from 1-6 feet below the surface and has been measured to a de pth of 1,600 ft. Non-Frost Susceptible material will be used as backfill and can be obtained on site. - There is about a three-month (June  August) full construction period at Thule. The temperature and daylight cycles limit the outside construction period to approximately 4-5 months, providing materials are on site. Maximum high temperatures occur in the summer months at an average of 15 degrees Celsius and the winter minimum of 35 to 40 degrees Celsius. It is dark 24 hours per day from mid Novemb er through February and light 24 hours per day May through August. The months in between transition between both. - There is one annual sealift to Thule AB from the North American port at Norfolk, Virginia. The ship leaves port approximately the beginnin g of July. Inquiries can be made with the American Embassy in Denmark for any other shipping accommodations from Denmark to Thule AB, there are generally two shipments to Thule from there. The contractor must furnish and transport, to and from Thule AB, a ll his own equipment and materials to complete the project. This procurement shall be Unrestricted to Bidders in the United States and Denmark, only. The estimated construction value of the project is over $10,000,000.00. The completion period is appr oximately 720 calendar days from receipt of the Notice to Proceed. Plans and Specification will be available on or about 23 November 2004. A dual bid opening will be held simultaneously in Denmark and at the New York District, on 6 January 2005. 10am US, Eastern Standard Time and 4pm Denmark time. Bid opening at the New York District will be held in Room 1841 of 26 Federal Plaza, New York, NY 10278. A pre-bid site visit is not planned. Minimum system requirements are 486-based personal computer, Microsoft Windows 3.1 or greater, 8mb application RAM. A registration page is attac hed to the website and prospective bidders are required to register and to receive notice of any amendments and/or addenda that may be issued to this solicitation. Utilization of the Internet is the preferred method, however, CDs will be available upon wri tten request.
