Description
This project will provide annual repair of electrical utility systems through Best Value Source Selection procedures to provide for various types of Over-head and Sub-Surface Electrical Distribution Repairs and Replacements, new installations and other incidental work for industrial and residential locations. Includes but not limited to, high voltage electrical cables, high voltage cable splices, high voltage terminations, direct buried high voltage cable, duct bank transformer, poles, crossarms and insulators, conductor, poles hardware, etc. The Contractor must furnish all labor, materials, equipment, tools, transportation, supervision, safety, surveys, scoping, layout work, and management necessary to fulfill the requirements of the task orders issued by the Contracting Officer. This solicitation will result in the award of one separate contract that will be used as a regional contract for five sites within the Hampton Roads area. The term shall be for a period of one year. The Government shall have the option to extend the term of the contract for an additional period of one to twelve months. The total contract term, including exercise of any option shall not exceed thirty-six (36) months. Proposers will be evaluated on both technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED; AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact proposers for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted, the proposers will be afforded the opportunity to revise their proposals. The request for proposals and plans and specifications will be issued approximately 11/24/04. The receipt date of Technical and Price Proposals is approximately 01/11/05. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitations website. Only registered contractors will be notified by email when amendments to the solicitation are issued. The North American Industry Classification System (NAICS) Code for this project is 238210 with a Size Standard of $12,000,000. The proposed procurement listed herein has been accepted by the Small Business Administration for competition in the 8(a) program. It is being offered for competition ONLY to eligible 8(a) concerns located within the geographical area serviced by the SBA Richmond District Office. All other firms are deemed ineligible to submit offers.
