Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Division intends to solicit on an other than full and open competition basis a requirement for the U.S. Joint Forces Command?s Joint Operational Test Bed System (JOTBS) Program. Specifically, it is intended to procure unmanned aerial vehicle (UAV) flight support services to include planning coordination and engineering integration of individual UAV system?s command and control interfaces and sensor product signals. The JOTBS program is initiating a series of experiments, known as Extended Awareness, to assess the utility of operating multiple dissimilar UAVs and integrating various sensor data in a joint operational environment. The services to be provided will include technical integration, experimentation and flight support services. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Boeing Company/Insitu Group, Seattle, WA; General Dynamics Advanced Information Systems, Arlington, VA; Raytheon, Falls Church, VA; West Virginia University, Morgantown, WV; and Airborne Data Systems, Redwood Falls, MN. Each of these firms is the original equipment manufacturer (OEM) and the only source with the requisite expertise, technical data and qualified personnel of the UAVs and equipment specified below which will be required to plan and execute the series of experiments. The Boeing Company/Insitu Group is the OEM for the Scan Eagle UAV; General Dynamics Advanced Information Systems is the OEM for the AeroStar tactical UAV system; Raytheon Company is the OEM for the Engineering Development unit (EDU) ? 2 UAV ground control station with Tactical Control System (TCS) software; West Virginia University is the OEM for the Oculus sensor pallet system; and Airborne Data Systems is the OEM for the multi-spectral digital imaging system that is integrated into the Oculus pallet capability. Contractor support will be required during the period from 1 February 2005 through 31 December 2005. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposals. However, the Government will consider information received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $23,000,000.00. Numbered notes 22 and 26 apply.
