Description
The Fleet and Industrial Supply Center Puget Sound (FISCPS), in support of Puget Sound Naval Shipyard (PSNS) is soliciting for a firm fixed price contract for an Oil Flow Calibration System. The system must include an Auto Data Acquisition System; be directly traceable to NIST and be compact in size. The system must have a continuous flow rate of .5GPM to 400 GPM for fluid temperatures ranging from 60 to 150 degrees Fahrenheit. The system shall have a maximum flow rate uncertainty of +/-.25% and a maximum medium temperature uncertainty of +/- 1.0 degree Fahrenheit. The flow meter shall have a size capability of 3/8 inch to 2.5 inch and be of the following types: positive displacement, turbine, and variable area. The system shall have a various calibration medium capability of 1 to 80 centistokes, to include diesel or 2190 weight fluids. The system must interface with NAVAIR 17-20MG-27 calibration procedure requirements. Specifications will be included in the solicitation. Place of delivery is Puget Sound Naval Shipyard Bremerton, WA. Delivery desired on or before 3 March 2005. The commercial solicitation will be issued on or about 17 November 2004 with a closing date of 24 November 2004. Per FAR 5.203(h), the solicitation closing date has been reduced to 15 days from this announcement. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to joshua.c.carter@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 17 November 2004. This office will maintain no bidder list. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in rejection of the same. To be procured using commercial Simplified Acquisition Procedures in accordance with FAR Parts 12 & 13. Offers will be evaluated on the basis of best value to the Government, that is, selection of the contractor is to be based on other than the lowest priced, technically acceptable offer. Award will be made to the technically acceptable offer, which provides the best value to the Government, past performance and price considered. Electronic submission of proposals/quotes is not available at this time.
