Description
NASA/ARC has a requirement for One (1) Automated Spectroradiometric Measurement System. The system, with appropriate optional accessories, shall be capable of operating over the entire wavelength range of 2 to 20 ??m. The system, with appropriate optional accessories, shall be capable of performing any of the following types of measurements: spectral radiance, irradiance, or power output of light sources; spectral response/QE of detectors; diffuse or total hemispherical reflectance of materials; specular reflectance as function of both wavelength and angle of incidence; both regular and diffuse spectral transmittance of materials. The system shall have the ability of incorporating one or more of the following signal detection systems: DC amplification; AC synchronous lock-in amplification; photon counting; and pulse integration. Software shall be provided to accomplish automatic electronic switching from one signal detection system to another. The system shall have integrated "turn-key" application software available for computer controlled measurements of all the optical parameters specified. The system shall have a built-in, automatic wavelength calibration capability for all gratings. Software for performing the automatic grating calibrations shall be provided. The system shall be able to be integrated with the Indigo Systems Rsys/B data system for command and control, data collection, and integration with the Rtools Radiometric Software Suite. NASA/ARC intends to purchase this item from Optronic Labratories Inc. of Orlando, Florida, based on the system's unique ability to be integrated with the Rsys/B data system and Rtools Radiometric Software Suite. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 29, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
