- NASA/JSC has a requirement for purchasing a 15,000 gallon capacity, stainless steel liquid nitrogen tank to protect and preserve NASA?s astromaterial collection. The nitrogen delivered to the Astromaterial sample collection cabinets must meet high cleanliness and purity standards; therefore, the liquid nitrogen storage tank must be composed of an oxygen-cleaned inner stainless steel vessel. All associated tubing and fittings must be oxygen-cleaned stainless steel as well. The requirements for the Liquid Nitrogen (LN2) Tank are as follows: 1) 15,000 gallon capacity, standard valve and control systems 2) Stainless steel inner vessel, oxygen cleaned 3) Super-Insulation (SI) system 4) Stainless steel fittings/tubing associated with vessel, oxygen cleaned 5) Vessel maximum working pressure 100 psi 6) Telemetry package for remote display of controls 7) Dual relief valves 8) Liquid nitrogen pull-off station NASA/JSC intends to purchase the items from Firestone Diversified, Inc. in Houston, Texas, a distributor of Chart Industries products. Chart Industries manufactures liquid nitrogen storage tanks with the capacity necessary to meet NASA requirements. Chart Industries? tank design has a unique insulation system. Their standard tank comes with an Aerogel-Based Super-Insulation (SI) material that provides excellent thermal performance, and which yields (1) a more efficient system because of its slower evaporation rate and (2) a smaller, lighter weight tank. The Super-Insulation (SI) System is the required insulation material for the Astromaterials Curation nitrogen tank and it is only available through Chart Industries. Furthermore, the Astromaterials Curation nitrogen tank is classified as a JSC Critical Facility, which is protected under the Mission Essential Infrastructure Protection Program. The Astromaterials Curation Office requires that this item be provided through a Chart distributor in close proximity to JSC for start-up assistance and future service needs. Firestone Diversified, Inc. is the only Chart distributor in Houston, Texas and near the Johnson Space Center. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on November 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
