Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement consititutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The closing date and time for receipt of proposals is Thursday, December 2, 2004 at 1:00PM EST (local time),1111 20th Street; Room 4414; Washington, DC 20526; Attn: Jennifer Shell, Contracting Officer, (202) 692-1713. The NAICS Code is 323119 and the small business size standard is 500 employees. The solicitation number is PC-05-R-003 and is issued as a Request for Proposals (RFP). Peace Corps intends to award an indefinite-quantity/task order type contract for one year with two one year options. Minimum order will be this Task Order No. 1 in the base year. No other orders are guaranteed. Maximum order will be $250,000. Peace Corps anticipates all Task Orders to be Firm Fixed Price. The Peace Corps is seeking reprints for its national campaign pieces, the recruitment catalog and profiles booklet, originally launched in the fall of 2003 as part of our marketing campaign. The contractor shall provide the following services: pre-flight, prepress, computer-to-plate (CTP), contract color proofs, binding, packaging and distribution of the campaign print pieces to 13 locations in the United States. Printing must be done in-house, subcontracting is not allowed. The Peace Corps is looking for the following standards: CTP - Contractor must make all required plates. Output to be from high-resolution postscript compatible printer (2400 dots per inch or higher). Proofs - Contractor will provide contract color proofs and state in the proposed bid the type of contract color proof to be provided, along with the manufacturer?s name and proof specifications. A sample of said type of proof with attributes similar to the proposed printed piece will accompany bid to the Peace Corps? contracting office. Such proofs should be Kodak Approvals, Polaroid Pollard, Dupont Thermals or Creo Spectrums or comparable. If contractor?s errors require revised proofs, the revised proofs are to be provided at no expense to the government. Output to be from high-resolution postscript compatible printer (2400 dots per inch or higher). Proofs will show color as close as possible as to how it will look when printed. Proofs are to show page imposition and proper position of illustrations and photographs. The major quality standards are: Process color match and uniformity, type quality and uniformity;Process color match refers to the fidelity of color match between the specified standard (original photo, approved proof) and the printed sample. Examples are flesh tones shifting slightly toward a yellow or magenta hue, green grass taking on a yellow or cyan cast, etc., and overall density change; Type quality and uniformity refers to type density, variation in type density, and broken characters; Color should be consistent across signatures. The acceptable density percentages for color variance ranges for color would be 3-4%; for black and white, 5%; Halftone printed at 133 line screen; Pages print head to head. During binding and finishing: Crossover spreads to be within acceptable standards of .03125 when lining up during binding process; Signatures should nest without creep, with no show-through of printing from other signatures; Trim should be square, even and not ragged; Recruitment Catalog finished size may vary by .125 on the 11? side. Contractor must not print prior to receipt of an ?OKAY to print? from the COTR. Rejection of Workmanship ? Inferior and unsatisfactory workmanship as determined by the Peace Corps COTR shall be rejected and reported to the contractor who shall correct the deficiency, at no additional cost to the Peace Corps, within 1 week following receipt of written notice of rejection. Packaging ? Contractor will pack finished pieces in shipping containers, uniform cartons for each of the two printed pieces. Boxes should weigh no more than 22-25 lbs. Pack so that no damage occurs to books. Books should lay flat. Boxes should be durable enough to withstand multiple deliveries. Packaging shall be in accordance with good commercial practice and adequate to insure acceptable by common carrier and safe transportation at the most economical rate. Only books in cartons going to the Peace Corps? warehouse are to be put on skids. The contractor is responsible for unloading skids at the warehouse. The contractor shall be responsible for having all copies delivered, including in-house. Marking ? Each carton must be labeled with the title of the publication and the enclosed quantity in each carton on the ends. Distribution ? The contractor is responsible to have the printed materials delivered during the middle of January 2005. Specific delivery locations will be available by early January 2005. Distribution will be to: 1) The Peace Corps? Office of Communications; 1111 20th Street, NW; Washington, DC 20526; Attn: Linda Isaac (202.692.2205) ? approximately 250 copies of each publication; 2)Each of Peace Corps? 11 regional offices: Atlanta, Boston, Chicago, Dallas, Denver, Los Angeles, Minneapolis, New York, San Francisco, Seattle, and Washington, D.C.; - approximately 5,000 of recruitment catalog. 3)Balance in cartons on skids to: SOC Warehouse; 13882 Redskin Drive; Herndon, VA 20171; Attn: Lynette (703.796.3564). Contractor shall be responsible for arranging unloading the balance of the books on skids at the SOC Warehouse. Inside-the-building delivery is required for orders delivered directly to Peace Corps headquarters and regional offices, and shall not be on pallets. Inspection ? Inspection and acceptance of the services set forth in this contract shall be performed for each printed piece by the Peace Corps printing officer. Inspection and acceptance will not be limited to press inspections, but will include bindery and packaging as deemed necessary by the Peace Corps printing officer. Schedule ? The Peace Corps and Contractor will negotiate a production schedule after a contract is signed. Delivery date will be on or near date mentioned above. Milestones that must be met include: 1) Print-ready files will be delivered to contractor immediately after contract award; 2) Proofs to Peace Corps COTR: Approximately 5-7 working days from receipt of print-ready files; 3) Revised proofs to Peace Corps: Depending on the number of author?s alterations, approximately 3-4 working days; 4) Distribution of Peace Corps campaign materials at all delivery locations must be completed by mid-January 2005. Delivery addresses of regional offices will be provided to contractor; 5) Reprints - Peace Corps at its election may ask for additional print runs at prices shown in contractor?s proposal. MATERIALS PROVIDED BY PEACE CORPS: The Peace Corps will provide the contractor will all files and source materials used to create the print pieces as well as the following for each piece to be printed: 1) Press-ready Quark files (Mac format) written to CD-R; 2) High-resolution .tifs for each photographic image; 3) Illustrations or other vector art in .eps form; 4) All Postscript (Type 1) fonts; 5) Pre-flight reports using Extensis Preflight Pro or Markzware Flightchek; 6) Disk information (a printed copy of the directory file of each CD containing the print-ready files and fonts); 7) Print specifications; 8) Printouts in black and white or color showing color separations; 9) Previously printed samples. Rights ? Important Note: All materials produced under this contract become the exclusive property of the Peace Corps. Materials provided by the Peace Corps must be returned to the Peace Corps within one week of completion of this project. The contractor may not retain or use any materials produced under this contract except for self-promotion. PRICE/COST: The contractor shall be paid, upon the submission of proper vouchers, and acceptance of services, the amounts specified in the accepted proposal, as full consideration for all effort provided herein. Option 1: Recruitment Catalog $_________ per 125,000 catalogs using the attached specifications. Each additional 1,000 copies at a rate of $_________. Option 4: Profiles Booklet $_________ per 100,000 catalogs using the attached specifications. Each additional 1,000 copies at a rate of $_________. AA?s/Proof Changes ? Changes to the proofs will be made by the contractor who is to output the plates or contract proof again. Contractor must submit a price for the additional plate(s) or in the case of a contract proof, the price for output. The Peace Corps must specifically request any author?s alterations and the cost be negotiated at that time. Delivery/Shipping Charges: To be included in bid. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-25. 52.212-1 Instructions to Offerors-Commercial Items applies to this acquisition. Offeror's shall include in their proposal to the Government at least 5 samples of previous printing products that are close to the specifications of the Peace Corps. One dummy paper stock sample book of each publication and 5 paper samples of cover stock and text stock, along with a description of the offeror's prior experience, facilities and equipment. Offerors shall submit two separate proposals: one technical (including samples) and one cost. The technical proposal shall be limited to 20 pages (not including samples) and one cost. The offeror shall submit six (6) copies of the technical proposal and three (3) copies of the price proposal. 52.212-2 Evaluation - Commercial Items, para (a) is filled in as follows: The Goverment will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, listed in descending order of importance shall be used to evaluate offers: 1) Prior relevant experience (include at least 2 companies which can be contacted for past performance. This should include the company name, contact person, phone number and a brief description of the effort); 2) Quality of samples - Evenness of ink; Reproduction of four color process photos; Reproduction of halftones; Correct registration; Quality of binding and trimming; 3) Relevant/Equipment; and 4) Price. Offerors must include a completed copy of 52.212-3 Offeror Representations and Certifications-Commercial Items with their offer. 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required To Implement Statutes Of Executive Orders-Commercial Items apply to this acquisition.
