- The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, hereby modifies the synopsis originally posted on 20 July 04 and modified on 26 July 04 as follows: the anticipated release date for the Responsive Small Spacelift RFP shall be on or about 22 Nov 04. Please provide your written comments concerning this notice to this office no later than 4:00 p.m. MST, 15 November 2004. Submit only unclassified information. Submit all responses to this synopsis to SMC Det 12/PKN, Attn: Capt Steve Howard, 3548 Aberdeen Ave SE, Bldg 415, Kirtland AFB, NM 87117-5776. All documents on this acquisition can be found at www.smcdet12.plk.af.mil. Additional documents will be made available on this site as they are developed and updated. Initial award of any resultant contract is anticipated by February 2005. The contract type has changed from FPIF and CPFF to FFP and FFP LOE. The CLIN structure has changed from one launch vehicle CLIN (0001) and one launch services CLIN (0002) to two launch vehicle CLINs with the launch services included in those CLINs. The mission type definitions have changed from "Ground Launch" to "Rapid Launch Vehicle"; and "Air Launch" to "Targeted/Low-Inclination Launch Vehicle". The Delivery Order for the "User's Guide" will be issued as a special study. A provision for "on-ramps" has also been incorporated into the RFP along with on-site oral presentations, which have been added to the evaluation process. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the government. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
