- FUELS OPERATION AND MANAGEMENT AT RANDOLPH AFB, TX Document Type: Sources Sought Synopsis CONTRACTING OFFICE ADDRESS. Department of the Air Force, Air Education and Training Command, 12th Contracting Squadron, 395 B Street West, Suite 2, Randolph AFB and Seguin Auxiliary Airfield, TX 78150-4525 REQUIREMENT. The Air Force is attempting to determine if sufficient numbers of capable and willing small business contractors are available to provide Fuels Operation and Management Support Services to Randolph AFB, TX. Description. The contemplated requirement for Fuels Management Services; provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services, except those listed in the Statement of Work (SOW) to perform the following functions: (The Scope below is a summary of the required services but is not intended to be all-inclusive). a. Manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products and liquid oxygen. b. Coordinate, control, direct, order, receive, store, issue and handle fuel and cryogenic products. c. Operate government self-service automated service station to provide issuance of unleaded gasoline and diesel fuels. d. Provide JP+8+100 defuel support. e. Maintain operational, fuels and LOX facilities and equipment. f. Establish operating procedures to ensure proper precautions are taken to avoid safety hazards. g. Provide training in Fuels Quality Control, Fuels Accounting, Cryotainer Maintenance and Fuels Automated System. h. Establish and maintain a Contingency Plan during periods of crisis, such as National wartime mobilization. i. Enter into a long-term Visitor Group Security Agreement (VGSA). j. Maintain the Base Fuels Automated System to include installation of hardware and software changes to ensure accurate, timely processing of fuels management products. The estimated Period of Performance: Basic Contract Period of 01 Apr 05 through 30 Sep 05, with a possible four one-year option periods. The final option year, if exercised, would be 01 Oct 08 through 30 Sep 09. In addition, each submitter must provide a detailed response to the following 8 questions, documenting your responses with factual material: 1. Describe any experience your company has in Fuels Operation and Management Support Services, to include degree of experience in managing fuels and cryogenic products. Provide location, contract number, expiration date, dollar value, and point of contact for all contracts for the past five (5) years. 2. Please describe your company’s capability to provide personnel, equipment and materials needed to perform aviation and ground fuel services at a military installation that receives, maintains and issues over 2.5M gallons of product monthly? 3. Does your company employ personnel who are knowledgeable and trained on military Technical Orders and Instructions that provide requirements for maintaining on military specification petroleum products? Identify your management staff (positions, experience, etc.) 4. Employees must be familiar with military flight line operations. Explain your process for meeting stringent aircraft refueling response requirements for over 2.5K aircraft services monthly on a 24 hour 7 day a week basis? Provide verification company employees have met the level of experience to meet requirements. 5. Describe your company’s experience with the following: Fuels Automated System (FAS) software programs, cryogenic maintenance procedures, fuels quality control and fuels accounting procedures. Provide documentation that employees are trained on FAS and required procedures. 6. Does your company employ personnel who are knowledgeable on federal and state environmental responsibilities and requirements when handling petroleum products? Provide documentation that policies, procedures, a Compliance program, and an Environmental program have been established. 7. Is your company prepared to be liable when negligent, for environmental and safety accidents? Provide a complete Safety Plan complying with federal Occupational Safety and Health Act (OSHA) requirements and standards. 8. Explain your company’s process for providing uninterrupted fuel services to a mission essential function that supports the national defense of the country? Provide evidence that your company has established and maintains a complete Contingency Plan such as a national wartime mobilization. 9. Personnel shall have security clearances (Top Secret, Secret and Confidential) for personnel requiring access to classified information and kept to an absolute minimum necessary to perform contract requirements. Does your company employ personnel who possess necessary certifications required to provide services in support of a military fuels contract operation? (Certifications include; Commercial Drivers Licenses for transporting hazardous cargoes, National Agency Checks to include Top Secret, Secret and Confidential security clearances). 10. Small Business (SB) Set-Aside. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice and other market research. In addition to the responses required above and in order for the Government to make a determination on the appropriate SB set-aside, SB concerns shall provide sufficient written information supporting their capability to perform. This information should, as a minimum, include (a) company name, address, point of contact and their telephone number and e-mail address; (b) your business size (average number of employees and/or average annual receipts) (c) the NAICS code(s) your company usually performs under government contracts (if applicable); (d) small business status (8(a), HUBZone, veteran-owned, service-disabled veteran-owned, women-owned, etc.) (e) comments indicating whether or not you would be likely to submit a proposal if a formal solicitation is forthcoming; (f) Prospective Offerors must have the financial backing to defray mobilization and operating cost for approximately sixty (60) days. Internet and e-mail capabilities are a requirement. The planned NAICS (North American Industry Classification System) code is 488190 with a business size of $6.0M. No solicitation for this requirement exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The page limit for the capability statements and responses to above is 20 pages. Provide all required information in response to this sources-sought synopsis via e-mail not later than 09 Mar 04. The proposed contract type is Firm Fixed Price. The Service Contract Act applies. Additional Information: This synopsis is not to be construed as a commitment by the Government. The Government will not pay for information solicited or received. No basis for claim against the Government shall arise as a result from a response to this synopsis or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
