Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITIONS REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED. This solicitation, W915NS-05-Q-0004 is issued as a Request for Quotation (RFQ). This action is unrestricted and provides for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 21, effective 03/26/04 and DFARS Change Notice 20040323. The associated NACS code is 336510. The Project and Contracting Office (PCO) located in Baghdad, IRAQ has a requirement for a contractor to provide locomotive parts sufficient to rehabilitate the fleet of Macosa Locomotive engines owned and operated by the IRR; to be delivered NLT 90 - 180 Days after ARO (multiple deliveries are acceptable); detailed shipping instructions will be included with the actual award document. Description and minimal requirements are included as Appendix A, Detailed Specification Parts List for Macosa Locomotive/ Macosa Repair Parts for J26CW/AC with Diesel Engine / Model EMD 645E 16 cylinder, 2200 HP. Required delivery date for all contract line items is 180 days after receipt of order. Delivery destination is Baghdad Central Station, Baghdad, IRAQ, Lat 33’ 19’ 24” Long 44’ 22’ 52”(MB 42252 87280); Delivery duty Unpaid (DDU). In accordance with Federal Acquisition Regulation 52.216-1 Type of Contract, the Government anticipates award of a firm fixed price contract. The provision at 52.212-1, Instructions to Offerors ---Commercial applies to this acquisition as well as the following agenda: Offerors technical proposal (including delivery terms) shall be no longer than ten (10) pages. Use type characters no smaller than 10 pitch. No attachments are allowed. Only the front of a page shall be used. A page that has material on back will count as two pages. The Contracting Officer may determine proposals that deviate from these type-size and page limitations as non-responsive. Offeror shall submit an original and one copy. The proposal shall be easily segregated between price and technical. Both the original and copy may be transmitted via e-mail. The copy of the proposal submitted is for evaluation purposes and shall not bear any logos, trademarks, company names, or points of contact information that would identify the Offeror. In accordance with Federal Acquisition Regulation 52.212-2 Evaluation-- Commercial Items, offerors should submit with their quotation: (1) Price proposal which shows the proposed unit price for each line item, line item total amount, and a total offered proposal price; (2) Technical documentation featuring the salient characteristics of each line item that demonstrates they understand the specifications as stated in the SOW and in the Detailed Parts List. The Contracting Officer will evaluate quotes on the basis of Price and Technical acceptability equally. The Contracting Officer will evaluate offers based on the proposed quality of product, specification strength in the area of the offered price, and technical acceptability (detailed product description that highlights specifications and qualifications). Offerors are cautioned that unsupported promises to comply with RFQ requirements will not be sufficient. Quotes must provide convincing documentary evidence in support of any conclusory statements relating to promised quality or performance. In the technical proposal, the Offeror shall also discuss whether they will be able to comply with the delivery requirements. Vendors may offer quotes on any or all line items. Government reserves the right to buy any quantity of the line items up to the required quantity. Government may award more than one contract on this solicitation. Offerors shall include a copy of the provisions at 52.212.3, Offeror Representations and Certifications—Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions–Commercial Items, as augmented by the Department of Defense FAR Supplement (DFARS) applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders—Commercial Items, as augmented by the Department of Defense FAR Supplement (DFARS) applies to this acquisition. LOCOMOTIVE REPAIR PARTS (MACOSA) FOR THE IRR 1. Background Years of war and neglect have left the Iraqi Railroad in a state of disrepair. New hardware is needed to bring the railroad to a fully operational level which can support the growing need for railroad traffic in Iraq. 2. Objective and Justification To obtain Locomotive Repair Parts: Macosa Repair Parts for J26CW/AC with Diesel Engine Model EMD 645E 16 cylinder, 2200 HP. Parts list attached. 3. Intent of Project Solicitation is to provide the IRR with sufficient locomotive repair parts to rehabilitate the fleet of Macosa Locomotive engines owned and operated by the IRR. 4. Project Location Delivery will be the Baghdad Central Railroad Station - Lat 33’ 19’ 24” Long 44’ 22’ 52” (MB 42252 87280) 5. Project Timeline a.
