- VA Connecticut Healthcare system intends to negotiate a sole source procurement with Evergreen Design, 311 Boston Street, Guilford, CT 06437 to provide database management, software maintenance and upgrades of TeleHealth applications, Care Management Information System (CMIS) applications, content management for Care Coordination web content management and Hepatitis C Center Palm application management. Services are to be provided on site at VA Connecticut?s West Haven Campus located at 950 Campbell Avenue in West Haven, CT. Other vendors interested in providing these service must have an understanding of VA telemedicine architecture, including FDA system components, integration server functionality, VHA security provisions and experience in interfacing home telehealth market vendor applications. Vendors must also have proficiency with specific design elements, i.e., digital asset operations and network design and an understanding of SQL and transact SQL database programming language and Web-based development tools like JavaScript, HTML, XML and MS II S. Vendor also shall have an understanding of VistA software packages used for Home TeleHealth applications and knowledge on the use of VistA RPC Broker and HL-7 messaging. Vendor shall have knowledge of Intersystems Cache SQL application and experience using it to extract data form CPRS/VistA/Healthevet. Vendor must have experience with programming the Audio Communicator interface of Audiocare to develop interactive voice response surveys as well as experience implementing and troubleshooting interactive voice response software in telephony switches. The vendor must have experience with editing storyboarding and formatting of telemed content into subject matter that can be uploaded into Librex compatible files. The vendor must also have experience in the use of Satellite Forms software for development in the Palm OS environment. This procurement is under the authority of FAR 6.302. Businesses who feel they may be capable of providing these services shall submit all applicable information to VA Connecticut by November 22, 2004. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination based on responses to this notice is solely within the discretion of VA.
