Description
The Government intends to release an amendment, no later than 19 Nov 2004, to solicitation FA8819-04-R-0018 for the Rapid Attack Identification, Detection, and Reporting System (RAIDRS) Spiral 1. Solicitation FA8819-04-R-0018 was released on 22 Oct 2004. The RAIDRS Spiral 1 capabilities include detecting, characterizing, locating, and reporting SATCOM RF interference (RFI). Please note: RAIDRS Spiral 1 is an agency level acquisition, 100% small business set-aside and contains classified DoD Secret requirements. Following are the changes to be addressed in Amendment 0001: a) CDRL A019, Training, will be amended to allow offerors to tailor, as they deem appropriate. b) CDRL A019, Training, Section 16. Remarks, Block 4, second line, will be amended to read: "Refer to the RAIDRS Logistics Planning Document (LPD) for additional training information." c) Logistic Planning Document (LPD): The LPD will be included in the bidders library, and will be sent to offerors as a file on the compact disk. d) CDRL A030, Logistics Management Information (LMI) Summaries, Section 8. App Code, will be amended to read, "A." e) CDRL A030, Logistics Management Information (LMI) Summaries, Section 16. Remarks, Blocks 10, 11, 12 & 13, Lines a-d, will be amended to read: "a. Draft shall be submitted 30 days prior to SDR. b. Final shall be submitted 30 days prior to CDR. c. Revisions as required shall be submitted 60 days after CDR. d. Final plan delivered 60 days after receipt of Government comments". f) Section L&M Table 180-4A--RAIDRS Spiral-1 WBS, Level 3, element 6.3.3, will be amended at Level 4 to accommodate software work done between RAA and FOC, as follows: "Development to RAA,CLIN 0100," and, "Development from RAA to FOC, CLIN 0200." g) Cost Accounting Standards. Small businesses are not required to have a Government-certified cost accounting system. Therefore, the absence of a Government-certified accounting system will not be a factor in the source selection process. h) Section L&M 120--General Instruction, Paragraph (e) Non-Government Advisors, will be amended to add SAIC as a Non-Government Advisor. i) Section L&M 120--General Instructions, Paragraph (f), Budget/Funding Information, will be amended to read, "Except for FY05-06, recommended changes to allocation of fiscal year dollars to 3600 funds versus 3080 funds can be submitted, as long as total funding by fiscal year is not exceeded." j) The deadline for proposal submission will be revised from 23 Nov 2004 to 30 Nov 04, 10:00 a.m. Pacific Standard Time. In order to receive both the unclassified and classified materials of the RFP, via mail, please include in your reply: business size, CAGE code, phone number, facimile number, unclassified and classified mailing instructions, and Facility Security Officer (FSO) name and telephone number. In order to receive via hand carry/pick-up, please include in your reply: Visit Request for person picking up classified materials, i.e., DoD Collateral Visit Authorization Letter (VAL). Contractors must present a courier authorization letter signed by the Facility Security Officer (FSO) at the time of receiving the classified package.
