- This is a sources-sought notice and does not constitute a solicitation for proposal. The U.S. Army Office of the Project Manager Close Combat Systems (OPMCCS) is conducting a market survey to identify potential sources for a currently existing Stun Hand Grenade with a reloadable trainer, which will undergo qualification testing for military use. It is the intent of the Government to award a program contract for the delivery, qualification, Type Classification, production and Materiel Release of an item that meets the Operational Requirements of the Stun Hand Grenade and comply with the safety design requirements of MIL-STD-1911A without modifications. The Stun Hand Grenade (SHG) is a non-lethal (stun) diversionary hand grenade to be used by tactical and non-tactical forces while performing missions of hostage rescue and capture of criminals, terrorists, and other adversaries. The device shall produce an intense flash of 1 million candlepower peak or greater and a noise level between 170 to 180 decibels at 1.5 meters (5.0 ft) inside a 20ft x 20ft x 8ft room. The fuze shall have a delay time of 1.5 +0.8/-.5 seconds after release of the lever in hot, cold and ambient conditions. The Stun Hand Grenade shall have a primary and secondary safety pin assembly with the required pull force between 15 ? 40 lbs. The weight shall be no more than 26 ounces, have a diameter of no more than 2 inches and a height of no more than 6 inches. Upon detonation, the fuze and grenade shall remain intact and produce no fragments. The fuze should have dual independent positive safety devices to eliminate unintentional fuze activation. The smoke output from the device when detonated in a 20ft x 20ft x 8ft room should not interfere with room clearance operations performed within 2 seconds. The device when detonated on or around paper or cloth shall not cause fire. A compatible reloadable version shall have the same feel, and function as the tactical unit but with a removable cartridge to allow reuse of the grenade body. The body shall be capable of being used with a minimum of 10 reloads and an objective of 25 reloads to facilitate training. Interested companies that believe they can meet the above requirements shall provide the U.S. Army a description of their currently existing item and how it meets the above requirements, a brief summary of their company?s capabilities, manufacturing, and testing. In addition, responses should indicate your willingness to make available to the government your design along with the Technical Data Package (production drawings and specifications) either through a one-time licensing fee or other methods. Responses should identify your current Business Structure: a. Name of Company-include a contact person's name, company address, telephone number, email address. b. Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business.) Identify current major manufacturing processes, critical skills and equipment, current production capabilities (should include your maximum production rate attainable and minimum sustaining rate). Identify your organization?s Facilities, Equipment, Unique capabilities, Environmental Concerns, Storage, Shipping, Receiving and other Support Functions.
